Job Description
The OSP Construction Manager plays a key leadership role in ensuring the successful execution of outside plant, underground, and utility construction projects. This position focuses primarily on supervisory responsibilities rather than technical work, with culture fit being the top priority. You'll lead field operations, uphold safety and quality standards, manage resources, and support team development while fostering a collaborative and accountable environment.
In this role, you'll oversee day-to-day construction activities across multiple project sites, working closely with field crews, customers, and internal teams. The position requires approximately 20% travel and offers the opportunity to make a meaningful impact on a government-funded RUS project connecting rural communities to fiber infrastructure.
The end client for this work is TDS, and you'll be instrumental in bringing connectivity to underserved areas.

Duties and Responsibilities

- Ensure full compliance with OSHA and company safety standards across all job sites
- Conduct site visits to monitor safety practices and proactively identify risks
- Provide each crew with the tools, training, and information needed to work safely
- Supervise, support, and develop field crews with clear expectations and accountability
- Oversee day-to-day construction activities, ensuring productivity, quality, and efficiency
- Ensure crews have proper tools, equipment, labor, and materials for each job
- Track and report progress through daily logs, percent complete, and labor-to-budget metrics
- Maintain accurate records in Site Tracker for all active jobs
- Manage change orders, redlines, as-builts, and progress billing accurately and on time
- Plan and manage build schedules, job sequencing, and execution strategies
- Conduct site surveys and assist in estimates, quality assurance, and proposal development
- Track project milestones and performance against deadlines and budgets
- Ensure all projects are delivered per contract terms, timelines, and customer expectations
- Communicate job status with customers and project managers regularly and professionally
- Collaboration & Cross-Functional Coordination
- Work cross-functionally with Operations, HR, Safety, and Finance to support project execution
- Ensure alignment with company policies, SOPs, and operational standards
Required Experience / Skills
7+ years of OSP (Outside Plant) construction experience3+ years of experience in a construction management roleProven leadership experience in OSP and utility construction managementStrong working knowledge of telecom / OSP construction practices and methodsSkilled in contract oversight, change order management, and unit pricingAble to read construction drawings and produce accurate as-builtsProficient in Microsoft Office Suite and construction tracking softwareStrong time management, problem-solving, and communication skillsEffective in crisis / conflict resolution and performance managementActive OSHA-30 Certification (or higher)Valid driver's license and insurability for company vehicle useMust pass background and drug screeningWillingness and ability to travel (approximately 20%) and work nights and weekends when neededNice-to-Haves Experience working on government-funded infrastructure projects (RUS, USDA, etc.)Familiarity with rural fiber deployment projectsExperience with TDS or similar telecommunications providersBackground in mentoring and developing high-performing field teamsStrong emphasis on safety culture and continuous improvementPay & Benefits Summary Pay Rate : Up to $57.00 per hourContract Duration : 5-year termPer Diem : $40-$45 per day for food when travelingHotel accommodations provided when needed for travel assignmentsHybrid work schedule (2-3 days in office, 2 days remote)Opportunity to work on meaningful infrastructure projects connecting rural communities
