Summary Description
- The Director of Programs will report directly to the Vice President of Workforce Development (Vice President)
- Oversees the day-to-day operations of assigned Goodwill SOLAC's workforce programs inclusive of program oversight and staff supervision.
- In collaboration with the Vice President, determines new avenues of program development.
- Develops and maintains on-going evaluation of training programs to ensure compliance, efficiency, and outcomes.
- There is some travel required to the various American Job Centers of California, other local community partners offices, and to local employer sites.
Exemplary Duties / Responsibilities
Planning and Development Functions
- Collaborates with the Vice President to determine future program needs of the division.
- Responsible for providing accurate and timely information on staff goals and outcome measurements of programs to the Vice President for accreditation purposes.
- Facilitates meetings and works with The Goodwill SOLAC Program Advisory Committees and local businesses to maintain validity of employment training programs, as well as new opportunities to provide workforce development services
- As assigned by the Vice President, assists with writing grants and requests for proposals.
- Supports organization safety programs for the entire Division.
- As assigned by the Vice President, completes all necessary Goodwill SOLAC, CARF, Regional Center, Department of Rehabilitation (DOR), Goodwill Industries International (GII) program reports and other documents in a timely and accurate manner.
Training and Coordination Functions
- Identifies staff training needs and coordinates, tracks, and evaluates on-going staff development.
- As assigned by the Vice President, provides performance reviews, consultation, and technical assistance for workforce development staff to improve programs and services offered.
- As directed by the Vice President, provides technical assistance and follow-up for workforce development staff to maintain accurate and timely data and paperwork as required by funding sources, division guidelines and CARF requirements.
- Provides training for workforce development staff to accurately utilize and maintain the student information database system.
Quality Assurance Functions
- Assists the Vice President in ensuring the development of standards, evaluation procedures, and tools for reviewing and monitoring the overall quality and effectiveness of employment training programs as per CARF, Goodwill, and other outside funding agencies' regulations.
- Conducts quarterly monitoring and evaluation of training programs.
- Generates reports as to the effectiveness and outcomes of employment training programs and forwards recommendations for program improvement to the Vice President.
- Conducts and utilizes existing division performance measurement tools, including but not limited to, Participant Satisfaction Surveys and Employer Satisfaction Surveys.
- Conducts periodic chart audits on student files on at least a quarterly basis and produces audit reports / summaries and shares audit information with the Vice President.
Supervisor Functions
- As assigned by the Vice President, provides daily supervision of workforce development staff.
- Maintains and updates the time and attendance and schedules for all staff as assigned above.
- Coordinates logistical assignments and completion of job duties for all staff as assigned above.
- Along with the Vice President, conducts performance evaluations on all staff as assigned above.
- In coordination with Vice President, maintains schedule of and ensures execution of on-going staff meetings and in services.
Employment Standards
Education / Experience
- A bachelor's degree in planning, education, social science or health discipline, a master's degree is desirable.
- Five years of experience in a health or social services agency, at least four years of which must have been in a supervisory capacity.
- Five years of experience with accredited, licensed, or certified educational or training programs.
- Professional expertise serving persons with barriers to employment is a plus.

Knowledge / Skills
To perform effectively in this position, the incumbent is required to have :
- Experience in supervising a diverse group of employees.
- Working knowledge of planning and development.
- Working knowledge of CARF, DOR and DOL regulations.
- Strong organizational skills that include but are not limited to submitting all documents in an efficient and timely manner, attending scheduled team meetings, and managing the input of all required data elements into the student database management system as prescribed by division protocols.
- Exceptional time-management abilities.
- Ability to analyze data and write clear, accurate and concise reports, including proposals.
- Ability to communicate effectively in small & large groups, inclusive of public presentations.
- Ability to utilize Microsoft word and Outlook computer programs in an efficient and error free manner.
- Ability to collaborate with team members in a professional manner that creates outcomes that lead to prescribed programmatic goals such as job placement goals and job retention goals.
