Job Summary

This Lead Rates and Regulatory Analyst or Rates & Regulatory Strategy Manager will provide support for retail regulatory initiatives primarily related to retail base rate cases and other cost recovery filings in North Carolina and South Carolina.

The position will be responsible preparing of calculations, schedules and filings; assisting to develop testimony to be used in rate case filings and providing support to rate case witnesses;

preparing, reviewing and supporting discovery responses; and assisting with implementation of associated commission orders.

Main areas of focus will be revenue requirements and associated proforma adjustments included in base rate cases, performance incentive metrics, and other cost recovery mechanisms that may be proposed.

The successful applicant should be able to support major work streams and work independently to keep process on track to successful completion.

They should be able to provide guidance to others (both internal and external to the group) and collaborate effectively with other groups within the Company.

They will have a grasp on industry issues and emerging rules, and proactively address how these issues may affect regulatory processes, suggesting proper ratemaking treatment.

Developing good working relationships with internal and external customer groups (including regulators) is important. Must be proficient in conflict management and will know how to listen attentively, as well as be able to communicate both orally and in written form proficiently.

Must be able to present ideas and concepts clearly to broad groups.

The Carolinas Rates & Regulatory group is within the North Carolina State President’s organization and provides regulatory services for Duke Energy’s regulated electric utilities in North Carolina and South Carolina.

  • Provide support for retail rate initiatives in North Carolina and South Carolina; including preparation of complex regulatory filings.
  • Actively participate in general rate case activities to accomplish appropriate cost recovery for Duke Energy Carolinas and Duke Energy Progress.
  • Effectively communicate complex regulatory and cost recovery concepts to both internal and external audiences (Duke Energy management, Duke Energy customers, regulators, interveners, etc.).
  • Participate on cross functional teams to provide regulatory expertise to enable development and successful implementation of business initiatives with appropriate cost recovery mechanisms.
  • Managing relationships with external contacts and regulators and helping to resolve questions, issues, and challenges experienced through the rate proceedings.
  • research and strategy development - identify potential regulatory issues / hurdles and propose solutions / strategies to overcome barriers;

understands industry issues and emerging issues that may affect ratemaking

data gathering and computations prepare and review proposed revenue requirements based on historical actual costs and appropriate pro forma adjustments;

develop and propose performance incentive metrics that help advance key policy goals

  • expert witness testimony development assist in drafting and reviewing witness testimony
  • provide support to filing and discovery process respond to or review data requests from intervenors
  • provide support for implementation of Commission orders

Required Qualifications

Lead Rates & Regulatory Strategy Analyst

  • Bachelor's degree in Business, Accounting, Mathematics, Finance or other related degree
  • In addition to bachelor's degree, six (6) years minimum of related work experience

Rates & Regulatory Strategy Manager

  • Bachelor's degree in Business, Accounting, Mathematics, Finance or other related degree
  • In addition to bachelor's degree, eight (8) years minimum of related work experience

Desired Qualifications

  • Previous experience working in the utility industry
  • Familiarity with ratemaking, revenue requirement, and rate design principles
  • Rate case support experience
  • Ability to grasp big picture and reach appropriate conclusions from detailed analysis
  • Attention to detail and commitment to high level of accuracy
  • Ability to communicate complex concepts clearly and concisely in both written and verbal communications
  • Proficiency in using Excel : ability to develop and use complex spreadsheets using advanced techniques
  • Good time management skills : ability to manage a project and meet deadlines with little supervision
  • Ability to work effectively under pressure
  • Ability to deal with ambiguity
  • Ability to reach compromise positions with others
  • Ability to develop strong rapport with regulators
  • Background in finance, regulatory accounting, data analysis or engineering preferred; advanced degree or certification (i.e. MBA or CPA)

Working Conditions

  • Virtual mobility classification work will be performed from a remote location after the onboarding period. However, virtual employees should live within the Carolinas and within a reasonable distance to the Charlotte, Raleigh, and Columbia offices.
  • Option to work a hybrid schedule (mix of virtual and onsite days) if located in Charlotte, NC, Raleigh, NC or Columbia, SC
  • Extended hours may be required at times to meet rate case deadlines
  • Occasional travel to Raleigh, NC and Columbia, SC for support of hearings
