The Office of Strategic Initiatives is seeking a highly motivated individual to serve as the Project Manager of the Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) Program planning initiative in partnership with Illinois Department of Public Health's (IDPH) Office of Preparedness and Response.
This role will be responsible for overseeing all planning aspects of the HPP and PHEP programs. The Project Manager will be tasked with analysis of IDPH's Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness Program (PHEP), formulating planning documents, and coordinating with external partners to advise on plan development.
The position will assist IDPH in evaluating the current planning process and meeting new requirements from these federal grant programs.
This position can be remote but will require up to 5% travel to on-site activities.
DUTIES AND RESPONSIBILITIES
Project management of development and revision of HPP :

b)Readiness Plan
c)Response Plans
d)Information Sharing Plan
e)Resource Management Plan
f)Medical Surge Support Plan
g)Continuity of Operations Plan (COOP)
- Coordination of OPR and HPPs by scheduling regular meetings, offering surveys and using other communication methods as needed to develop and revise enumerated plans.
- Coordinates with IDPH Training and Exercise Section to provide their already developed 5-year Integrated Preparedness Plan (IPP) training and exercises to assist HCCs in the development of their Readiness Plans.
- Facilitates progress reporting, use of key performance measures, Targeted Evaluation Plan (TEP) activities, reporting requirements and tools for local health departments (LHDs)
- Collaborates with partners on program evaluation, and participation in relevant assessments.
- Assists with coordination of Cybersecurity Plan, Extended Downtime Plan, Recovery Plan, Supply Chain Integrity Assessment, and Workforce Assessment analyzing development needs and creation of concrete future goals and deadlines.
- Participates in Risk Assessment and Hazard Vulnerability Analysis by collecting input from Health Care Coalitions (HCCs).
- Assists the HPP Program Coordinator and PHEP Program Coordinator, with relationship management of identified HCCs, DPH Emergency Response Coordinators (ERCs), and as necessary, Local Health Departments (LHDs).
- Other duties as assigned.
QUALIFICATIONS
Required :
- Bachelor's degree in public health, emergency management, project management, health education, leadership, health science, behavioral health, or similar field.
- At least 2 .5 years of project management experience

KNOWLEDGE AND EXPERIENCE
- Public health experience including project management in emergency response and planning.
- Experience serving as an evaluator on public health plans, specifically LHD or hospital emergency planning programs.
- Experience in collaborating with agencies and private entities to analyze the status of their existing plans and help coordinate the development of required future plans.
- Experience designing, modifying, and delivering formal and informal technical assistance to ensure standardization of computer-based and communication technologies, training curricula and presentation materials.
- Experience in conducting presentations and training sessions for large groups with the ability to answer complex questions about planning requirements.
- Ability to work in a hybrid or remote environment.
- Strong written and verbal communication skills.
- Proficient computer skills and advanced knowledge of applicable computer systems, including Microsoft Office programs : Excel, Word, PowerPoint, Outlook, Teams and Sharepoint.
- Ability to work well independently as well as a part of a team.
- Ability to work in a dynamic fast-paced environment.
