PROGRAM DIRECTOR | YOUTH AND FAMILY TRAINING INSTITUTE (YFTI)

The University of Pittsburgh's Youth and Family Training Institute (YFTI) seeks a Program Director to implement a two-year innovative pilot that will define, develop, implement, and evaluate an innovative planning model in at least six counties / provider organizations within the Commonwealth.

The goal of the pilot will be to define this model by testing the effectiveness and implementation strategies for youth and young adults with serious emotional disturbance (SED).

Purpose :

The Program Director is responsible for overseeing and directing all services in the department. Responsibilities include planning, development and evaluation of a program or programs in the service line.

The Program Director will work to provide clinical and administrative leadership for programs.

This position is grant funded.

Responsibilities :

  • Coordinates staff development within the program to meet program needs, including annual review of position specific competencies.
  • Demonstrate the ability to effectively respond to emergent situations, including appropriate notifications.
  • Attends and participates in all relevant WPIC / provider / and stakeholder meetings or committees to ensure positive working relationships and increase knowledge of systems.
  • Conducts individual evaluations of staff performance within the set time period.
  • Develop, monitor and maintain program within the proposed budget, including monitoring and maintaining productivity standards.
  • Oversees recruitment, retention and employee relations and / or corrective action in coordination with the Clinical Administrator and Human Resources.
  • Assists in preparing for and maintaining compliance with regulatory requirements.
  • Implements new developments or program expansion representing current behavioral health trends.
  • Ensures all new staff are oriented and trained appropriately. Provides / coordinates effective training and individual supervision for all program staff.
  • Coordinate, consult and collaborate with inpatient, ambulatory, and research programs.
  • Assists Clinical Administrator in annual strategic goals which coincide with the mission of the service line.
  • Maintains established Department procedures and objectives of quality assurance, safety, infection control and regulatory agencies.
  • Develop, implement, and ensure compliance of all program and institute policies and procedures.
  • Assess, evaluate, and identify program strength and opportunities for improvement through PDSA process.
  • Serves as a resource / consultant for consumers, clinicians, nursing, and all staff
  • Demonstrate a strong understanding of the child serving system in Pennsylvania including Behavioral Health, Child Welfare, Juvenile Justice, Education, Intellectual Disabilities / Autism as well as System of Care principles.
  • Have a deep appreciation for the experience of parents who are raising a child with behavioral health needs and other involvement in the child serving system.
  • Demonstrate a strong understanding of Peer Support and its value and impact upon the community.
  • Have a strong commitment to trauma-informed care principles and practices.
  • Have experience managing and supporting a team in the execution of grant deliverables, in a virtual, hybrid and in-person setting.
  • Have familiarity with the components of an RFP process.
  • Have experience in developing and maintaining strong supportive relationships with grant funders, county Systems of Care, and behavioral health agency leadership and staff.
  • Experience with vetting and developing training curriculum.
  • Partner with internal evaluation team to ensure accurate development of data collection processes.
  • Ensure all training models are delivered with fidelity.
  • Have experience developing an advisory committee.
  • Interview and hire staff as needed to fulfill contract deliverables.
  • Maintain deliverables of all existing contracts and seek opportunities to develop new contracts as appropriate.
  • Ensure program is operating in a fiscally responsible manner.

Qualifications :

  • Masters Degree in a human services field.
  • Certifications / professional licensure required by licensing agency (if applicable)
  • Five years demonstrated competence in program administration required.
  • Proven leadership skills required and an ability to work with consumers and their families and to work collaboratively with other staff members specifically demonstrating communication, coordination and organizational skills.
  • Knowledge of community and outpatient programs to provide continuing behavioral treatment to the patient and family.
  • Must be able to work independently, set priorities and meet deadlines.
