Keolis is seeking a Recruiting Manager in Austin, Texas.
This is a full-time on-site position
Knowledge and Experience :
- Minimum of (4) four years’ experience in recruiting
- Experience managing a team preferred
- Experience in transportation industry a plus
- Sourcing experience utilizing various job boards required
- Understanding of HR regulations
- Experience with Application Tracking Systems (ATS), preferably with UKG (UltiPro)

Key Accountabilities
Strategy & Governance
- Manage, influence, and lead 2-3 recruiters and oversee day-to-day team performance
- Identifying and streamlining various sourcing processes while ensuring efficiency and effectiveness of candidate sourcing to meet the business needs.
- Recommend and implement continual process improvements while leveraging technology to ensure operational efficiency to provide our candidates with an exceptional experience
- Ongoing collaboration with all Keolis Transit America departments
- Execute and manage full cycle recruiting and pipelining plans to develop ongoing stream of candidates
- Conduct full recruiting lifecycle from sourcing to onboarding
- Screen candidates resumes and job applications
- Source and recruit candidates by using databases, social media, and external job boards
- Continually source, develop and maintain a pipeline of qualified talent
- Researching, targeting, and cold-calling potential candidates
- Assess applicants’ relevant knowledge, skills, soft skills, experience, and aptitudes
- Act as a point of contact and build influential candidate relationships during the selection process
- Monitor and apply HR recruiting best practices
- Develop and update job descriptions and job specifications
- Prepare recruitment materials and post jobs to appropriate job board / newspapers / colleges etc.
- Perform job and task analysis to document job requirements and objectives
- Oversight and maintenance of applicant tracking system by entering and updating sourcing, profiling, resume management, matching, tracking, and hiring information
- Coordinate and attend job fairs and networking events with a plan to identify candidates, develop relationships and a network of referral sources
- Ensure high quality training for hiring managers involved in the recruiting process.
- Perform other administrative duties as needed
Business Processes
- Assist in developing some procurement business policies and processes
- Provide efficiencies and processes training to all locations for best practices
- Identify and manage external recruiting vendors and maintain their assignments, performance, relationship, and invoice approvals
- Development of master vendor agreements with staffing companies where needed
- Developing organization web page content; developing rapport with web job-posting site representatives
- Work closely with leaders to understand and anticipate hiring needs
- Assign new requisition requests to member of the Recruiting Team
- Oversight of full recruiting process which includes Hiring Manager Strategy Meetings, interview question development, feedback turnaround time
Reporting
- Coordinate performance reporting for procurement including the implementation of tools and key metrics.
- Provide analytical and well documented recruiting reports
- Weekly sourcing activity
- Weekly Open Requisition Report and updates
- Tracking overall time to fill requisitions
