Unit Description

The Business Strategy & Analytics Section (BSAS) is looking for highly motivated individuals that are interested in working on Enterprise level HR Information Technology Projects.

The section primarily focuses on leveraging modern technology, centralizing important HRB data and providing high-end analysis and consultation to FBI leaders who are making strategic decisions.

BSAS works within the Human Resources Branch (HRB) to review enterprise level processes and re-engineer them to be more data-driven and efficient.

The Insights and Experience Unit (IXU) is focused on not only providing simple and useful data driven insights and analysis but also works to ensure customers have a simple and fast experience through UI / UX design and development, communications, brand management and change management.

The purpose of this unit is to help HRB constantly make processes simpler, faster, and smarter.

Major Duties

GS-9 :

  • Work with customers to assess their needs, provide assistance and resolve issues
  • Establish and maintain close liaison relationships with internal and external stakeholders to resolve simple to moderate administrative matters
  • Provide support with setting priorities, identifying branch short / long range goals, and ensuring compliance with the overall mission
  • Support the functionality, operation & maintenance, and design of system

GS-11 : In addition to above

  • Provide advice to management and operational personnel by performing administrative functions addressing simple to complex issues
  • Assist with briefings to a wide range of audiences to include HRB executive management, internal and external stakeholders
  • Help agile scrum teams and / or assist internal teams to plan and execute the launch of new features taking into consideration any interdependencies and risks
  • Contribute to briefings and demos for executives, managers, and external partners / agencies by performing functions, which include a broad range of planning, research, analysis, program management, and administrative functions addressing the most complex HR technology issues relative to HRB mission and objectives

Qualifications and Evaluations

Specialized Experience (SE) :

GS 9 : In addition to the above, applicant must possess at least one (1) year of specialized experience equivalent to the GS 7 grade level. SE is defined as follows :

  • Experience communicating to relay information, prepare reports, and accomplish tasks
  • Experience providing guidance on a variety of established policies and procedures
  • Experience gathering, organizing, and maintaining information on a variety of systems

GS 11 : In addition to the above, applicant must possess at least one (1) year of specialized experience equivalent to the GS 9 grade level. SE is defined as follows :

  • Experience applying research and analytical technique to identify and resolve procedural or factual issues
  • Experience in evaluating programs to determine current efficiency and effectiveness.
  • Experience using business and management principles involved in strategic planning and resource allocation

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows :

GS-9 : Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11 : Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
