Summary : Under the general direction of the Senior Engineer, the Facilities Project Manager (FPM) supports the functional, efficient and safe operations of District facilities for students and staff.

The Facilities Project Manager utilizes technical knowledge to investigate, research and provide solutions to issues affecting facility operations.

The FPM is accountable for the management of multiple projects which can exceed a million dollars in value. Projects are generally considered an improvement to, an upgrade, replacement or new installation of a building system, component and / or control.

Project functional areas can range from mechanical, electrical, structural, architectural / interior design, site improvements, surveillance and access control.

Managers are primarily assigned to support one functional area, but occasionally, may be asked to support additional areas.

Ensures that all work is compliant with District procedures and the applicable state, local and federal regulations.

Essential Duties : (These duties represent a sample and may vary by position.)

• Serves as subject matter expert to an assigned building trade; Responsible knowledge on applicable code, laws, ordinances, regulations and best practices in the assigned area (HVAC, Plumbing).
• Communicates and collaborates with internal staff (e.g., Maintenance Supervisor, Senior Engineers, Senior Management) for the purpose of keeping stakeholders abreast of project status and resolving issues;

Researches, investigates and responds to operational emergencies to ensure safe and efficient facilities

Manages facility projects assigned by area of expertise from inception to completion; Project responsibilities include developing specifications, scope of work, collaborating with the Contracts Manager / Administrator to manage the bid & selection process, project management oversight, serves as point of contact for site inspections, conducts quality checks on contractor's work to ensure conformance to contract terms, completes work completion form, performs project closeout.

Education and Experience :

Minimum :

• Bachelor's Degree in Architecture, Engineering, Management or related discipline; relevant work experience may substitute for the degree requirement on a year-for-year basis and;
• 3 years related work experience managing facility projects in a commercial or environment

Desirable :

• Bachelor's Degree in Architecture, Engineering, Management or related discipline; relevant work experience may substitute for the degree requirement on a year-for-year basis and;
• 5 years related work experience managing facility projects in a commercial or environment

Licensing / Certification Requirements : Valid Driver's License

Knowledge / Skills / Abilities :

• Considerable knowledge of technical aspects of assigned field of specialty
• Knowledge of applicable standards, ordinances, codes, and regulations required by state, local and county ordinances
• Knowledge of safety practices and procedures
• Knowledge of basic budgetary and administrative principles
• Knowledge of building trades terminology
• Knowledge of recordkeeping procedures
• Ability to coordinate and manage multiple projects with competing priorities, meet deadlines and project plans with short and long-term end dates.
• Ability read, understand, and interpret building plans and specifications
• Ability to work effectively with contractors, engineers, commissioned architects, consultants, District staff and the public
• Ability to operate standard office equipment including computers and related software applications
• Excellent oral and written communication skills required, including the ability to prepare formal correspondence, facilitate meetings and problem solving

Physical Requirements :

• Skills requiring repetitive motor coordination with finger dexterity part (up to 4 hours) of a normal work shift; Required to exert physical effort part (up to 4 hours) of a normal work shift in handling objects over 30 pounds;
• Rarely(2 to 4 hrs. / shift) handle / work with biohazards or risks for potential job-related injury, rarely coming in contact with hazardous materials;

There is regular and frequent exposure to one or more disagreeable work and / or climate conditions, such as a hot, wet, stormy, dusty or noisy immediate work area.

The work environment is sometimes uncomfortable but relief from the situation is not required during a normal work shift
