About California Coalition for Rural Housing (CCRH)

CCRH is a statewide nonprofit organization that works to ensure affordable housing opportunities for low-income households in California.

Formed in 1976, CCRH is one of the oldest state low-income housing coalitions in the country. Through advocacy, community organizing, technical assistance, leadership development, research and education, our goal is to make the case for rural housing improvement and strengthen the capacity of the nonprofit and public sectors to provide affordable housing and related facilities.

Position Summary / About the Position

The Campaign and Advocacy Program Manager will be responsible for carrying out activities supporting CCRH’s mission and programming by organizing residents in rural regions of California;

who play a crucial role in advancing housing policy and legislative initiatives across the state. The ideal candidate will have a strong background in community organizing, a deep understanding of housing issues, and a commitment to advocating for equitable and affordable housing solutions.

Successful candidates will be dedicated and motivated individuals who have the proven ability to build the power of those most impacted by our state’s housing crisis.

This position will be remote, with an emphasis to organize residents in the San Joaquin Valley for the Residents United Network (RUN).

RUN is a resident led organization that aims to build power among affordable housing residents in coalition with regional affordable housing partners and nonprofit developers.

This position reports to the Director of Policy and Research.

About the Residents United Network (RUN)

Led by Housing California, RUN is a statewide, regionally connected grassroots network led by affordable housing residents in partnership with affordable housing developers, service providers, and regional affordable housing advocacy partners that builds power to win transformative statewide affordable housing and homelessness policy change.

Essential Responsibilities and Tasks

Community Engagement, Organizing, and Advocacy (60% time)

In Coordination with Other CCRH Staff :

  • Work with rural communities and nonprofit developers to identify opportunities to organize residents impacted by the lack of affordable housing in California who can be connected to state policy campaigns.
  • Conduct outreach and engagement activities to educate and empower community members on housing issues, ensuring that their voices are heard in the policymaking process.

Specific duties include planning effective outreach to mobilize and recruit residents for the RUN in the San Joaquin Valley.

  • Assist with campaigns that advocate for housing policies that address the needs of marginalized communities, including coordinating local and statewide actions and events organized by RUN and other regional partners.
  • Engage residents and developer staff in RUN’s annual events, including There Ought To Be A Law and other Regional Convenings, Summit, and survey, whether virtual or in person).

During the planning of these events this position will be responsible for coordinating logistics, location, and attendee recruitment of resident leaders.

  • Attend and mobilize leaders for Housing CA’s Lobby Day and ensure strong regional representation, whether virtual or in-person.
  • Set up in-district meetings, either virtual or in-person, with legislators as needed and support RUN leaders during prep and execution.
  • Ensure residents are on weekly Community Care calls, designed to develop resident political analysis and deeply engage them in RUN’s campaigns.

Leadership, Programs, and RUN Development (30% time)

In Coordination with Other CCRH Staff :

  • Work together with the Residents United Network (RUN) to provide training and support to community leaders and volunteers to build their capacity for effective advocacy and organizing around housing issues.
  • Support new and current members of RUN by encouraging members to attend training opportunities and events that will enhance their leadership and organizing skills.
  • Provide advocacy and support for housing and community development initiatives that align with the overall mission of CCRH.
  • Build relationships with new affordable housing developers to encourage participation in RUN, providing information and inspiration to connect residents to our work.
  • Maintain relationships with current developers, who can dedicate staff (e.g., resident service coordinators) to help cultivate and mobilize active resident leaders.
  • Track resident leaders’ actions, participation, and contact information, and input data at least monthly through Housing CA’s coordinated system, currently in development (which will also facilitate grant reporting).
  • Support RUN leaders in registering to attend Housing CA’s conference and the RUN Summit, whether virtual or in person. Support RUN leaders in identifying and registering for Housing California- and partner-led organizing trainings, such as Cross Train, Power Building, and other ROC-specific trainings, whether virtual or in person.
  • Diagnose and continually evaluate resident leaders’ organizing skills in partnership with key developer staff.
  • Join and participate actively in monthly ROC calls to coordinate trainings, convenings, and actions, and to engage in shared learning.
  • Expand engagement of communities, governments, and organizations in CCRH initiatives, including creating and maintaining relationships with housing justice advocates throughout the state.
  • Identify and support issues trending in rural communities that promote or enhance affordable housing development

Shared Office and Communications Responsibilities / General Admin (10% time)

  • Assist CCRH is accomplishing its overall mission
  • Assist CCRH in improving internal and external processes for greater efficiency and effectiveness
  • Assist in coordinating mission-driven activities and events
  • Other duties as assigned

Required Education and Experience

  • A minimum of a bachelor’s degree in urban planning, public policy, community organizing, or a related field
  • Ideally, at least 2 years of experience working in community organizing, advocacy, or campaign management, preferably with a focus on housing or related social justice issues.
  • Experience working in diverse communities with strong cultural competency skills.
  • Strong understanding of housing policy and the ability to analyze legislation and policy proposals.
  • Excellent communication skills, including public speaking, writing, and interpersonal communication.
  • Ability to build and maintain relationships with stakeholders, including community members, policymakers, advocates, and allied organizations.
  • Commitment to social justice, racial equity, and advancing the rights of marginalized communities.

Preferred Skills

  • Advanced computer skills in the MS Suite of programs
  • Experience working in the nonprofit and / or government sectors
  • Training and organizing experience working with a diverse range of populations and communities
  • Advocacy experience with affordable housing or related social equity issues
  • Demonstrated experience in grant reporting.
  • Prior experience with event planning

Currently this position is remote from home, however, this position requires access to reliable transportation to events around the state.

Supervisory Responsibilities : This position does not include any supervisory responsibilities.

Salary Range : $75,000 - $85,000 annually. This is an exempt position.
