Requirements

The Program Manager is a senior level administrator overseeing administrative aspects of a Cooperative Agreement between the National Institute of Standards and Technology (NIST) and Georgetown University.

The project is for 5 years (until 31 March 2028) and is anticipated to employ more than 100 researchers to collaborate and work at NIST, in different areas of science and technology.

Researchers will include undergraduate and graduate students, graduates with Bachelor and Masters degrees, post-doctoral researchers, and more senior scientists;

and will work for periods ranging from a few months to a few years, depending on the nature of the project. The Program Manager will work closely, and under the supervision of, the PREP Coordinator.

Develop, implement, and monitor a program's services.

Assist in strategically designing and implementing program evaluations.

Analyze results and make recommendations for program enhancements.

Assist in developing budgets and in managing workflow of less senior administrative and program staff.

Apply specific professional-level functional knowledge to solve problems requiring the identification and analysis of moderately complex variables.

Take action to solve problems / issues that routinely arise in areas of assigned responsibility.

Work Interactions

The PREP program is hosted in the Institute for Soft Matter Synthesis and Metrology (ISMSM) and the Department of Physics.

The Program Manager will report to the PREP Program Coordinator, and work closely with the Program Coordinator on all aspects of the PREP program within Georgetown.

The Program Manager will interact with Physics and ISM administrators with regard to financial accounting, and hiring; and with campus offices such as the Office of Sponsored Research (grant management), Sponsored Projects and Finance Office (accounting), the Provost’s Office (hiring and communication), and Georgetown College (hiring and communication).

Requirements and Qualifications

Bachelor’s degree or higher; An advanced degree in Accounting, Management, or similar administrative field preferred

5-7 years of administrative experience in a university environment

Detailed knowledge of MS Excel, including macro development and pivot tables

Experience with Microsoft Office suite, Acrobat, website design

Excellent demonstrated communication skills (written, verbal)

Demonstrated ability to plan and execute projects to deadlines

Preferred Requirements and Qualifications

Experience of two or more of the following areas within a University environment : financial accounting, human resources, post-award grant administration, communications and web design

Experience with institutional financial and management systems such Workday, Box

Experience using social media

Experience supervising administrative staff

Sponsored Project Management (if applicable)

As the designated Department Financial Manager for Sponsored Project, the employee is responsible for financial management of the sponsored project to ensure compliance with sponsor’s requirements and University’s policies and procedures.

Within 30 days after the close of the month (generally the 8th business day after the end of the month), the duties to be performed by the employee include, but not limited to :

  • Review and reconcile expenses on the Center Status Reports to ensure that the expenses are a) allowable by the sponsor for the project, b) allocable to the project, c) reasonable and necessary, d) supported by required documents, and e) within the budgeted amounts;
  • Review salary distributions to ensure that they reasonably reflect employees’ level of effort on project. Review associated fringe benefits for accuracy;
  • Review the commitments of key personnel, to ensure the costs reasonably reflect the level of effort committed to the sponsors as part of proposal and notify OSP / OSR of significant variances;
  • Review the calculation of indirect cost recovery to ensure accuracy;
  • Process all corrections and adjustments within 90 days of when the charge initially posts to the financial system (posted date for non-payroll and pay period end date for payroll transactions) and ensure corrections and adjustments are reviewed and approved according to the signature authority policy and supported by appropriate documents;

Complete the Financial Status Report (FSR) worksheets timely and accurately; and

Ensure that payments to subrecipients are reviewed and processed in a timely manner.

Pay Range :

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is :

$54,616.00 - $100,493.33

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
