NY HELPS Minimum Qualifications General Public :
An Architect’s license, with current registration, from any state or territory of the United States.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description The Senior Architect will be in the Architectural Design Department in Engineering. The incumbent will perform architectural work involving the full range of professional activity in the planning, design or technical review of drawings, specifications and estimates for the creation, construction, rehabilitation or restoration of Authority buildings and facilities.
On assigned projects, incumbents coordinate with Authority stakeholders as well as in-house and / or consultant engineers providing specialized services to the architectural project.
May specialize in the architectural review of consultants work and advise and consult with Authority stakeholders concerning the feasibility and acceptability of project plans, provides advice and guidance on architectural and related matters concerning the program, design, and construction of a project.
The incumbent shall assist with the preparation of project scopes and project budgets for projects included in the NYSTA’s Annual Contracts Program, assign Project Manager roles for subordinate employees, prepare Initial Project Proposals Final Design Recommendations (IPP-FDR) reports.
This report may require any of the following tasks :
Meeting with Authority personnel responsible for the project to establish a Scope of Work.
Reviewing existing building plans to obtain drawings of the property in question or to review complete projects with similar architectural problems.
Inspects the project site to make measurements, sketches, photographs, and otherwise documents the actual site condition to aid in developing the preparation of the IPP-FDR.
Determines project feasibility relative to the scope requirements, the project budget, project design schedule and construction schedule.
Translates the Scope of Work into an architectural program which reflects the project requirements in terms of such factors as space requirements, purpose of project, budget, site limitations, mechanical or electrical requirements, and utilities.
Prepares or directs the preparation of preliminary drawings and supporting information for inclusion in the IPP-FDR.
Places his / her stamp and signature to the IPP-FDR and distributes the report to all Authority stakeholders for their approval and signature.
For consultant designed projects : Prepare a Schedule A Scope of Services that is provided to consultants for required design, bidding and construction support services related to the Scope of Work identified in the IPP-FDR for the completion of the project.
This report may require any of the following tasks working with other offices to review, negotiate, and recommend approval of the consultant’s fee proposal for the assignment, and ensure that the consultant’s design schedule is reasonable and meets the timeframe for letting the project.
For in-house designed projects : Prepare working drawings translating the project scope into plans, elevations, sections, and details showing design, location, and dimensions of elements of the structure.
This may require the scheduling and coordination of consultants, conducting a code review, and providing the final contract documents to the Authority’s Administrative Headquarters or Division Code Compliance Specialist for the issuance of a Demolition and / or Construction Permit.
Will serve as Project Manager and be responsible for the technical supervision of subordinate staff. This may require the incumbent to assign work, provide staff with necessary documents, interpret architectural requirements, assist staff in solving architectural problems, and review completed work to ensure technical accuracy, compliance with instructions, and that the work is completed on schedule.
During the bidding phase of the project, respond to requests for information and confer with consultants to review the bids received.
During the construction stages, make periodic inspections to ensure full compliance with drawings and specifications, and provide advice / guidance in connection with proposed changes.
This may require the review of shop drawings for approval and periodic guidance in interpreting contract documents. At the completion of the project, in conjunction with the Authority’s Code Compliance personnel make a final inspection to ensure full compliance with all specifications.
The incumbent will act of a representative of the Authority in projects that require approvals by agencies outside of the Authority or approval by local City, Town or Village personnel.
PREFERRED QUALIFICATIONS :
Good knowledge of the principles, practices, and procedures of architecture and of developments in the field.
Good knowledge of building materials, their function, and physical properties.
Working knowledge of construction methods.
Working knowledge of applicable codes, laws, rules, and standards regulating the design and construction of buildings.
Working knowledge of building costs.
Basic knowledge of structural, electrical, and mechanical engineering as related to buildings.
Ability to identify architectural elements in building designs for conformance with applicable standards, codes, cost efficiency, program objectives, and for compliance with design requirements.
Ability to express ideas effectively both orally and in writing.
Ability to establish and maintain cooperative relationships with Authority stakeholders, technical experts, and others.
