Job Description

The City of Raleigh Public Utilities Department, known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas.

This position functions as the lead worker of each two-man crew assigned to the Preventative Maintenance Program within the Sewer Maintenance Division.

Crews within this program are tasked with cleaning sanitary sewer mains on a routine basis in order to prevent system blockages and maintain compliance with the Division's State issued Collections System permit.

Staff assigned to this role are responsible for the maintenance and operation of combination jet / vac equipment used to clean sewer structures by way of high-pressure water hoses and nozzles.

Work Hours :

Scheduled working hours are Monday through Friday from 6 : 30 am to 3 : 00 pm. This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.

5 times the normal hourly rate for hours worked over 40.

Work Location :

This position will report to the Public Utilities Water Distribution site at 1715 Wendell Boulevard, Wendell, NC 27591 .

Staff assigned to this role will provide functions critical to completion of the following tasks :

  • Daily vehicle and equipment inspections
  • Haul materials, supplies, equipment, earth and refuse
  • Operate and maintain a wide range of gas-powered small equipment in addition to heavy equipment for utility construction projects
  • Assist with truck / supply room inventory
  • Support the crew with all other work-related tasks

Duties and Responsibilities

  • Performs semi-skilled maintenance supporting Raleigh Water with the proper maintenance tools and equipment for tasks, following established safety policies, procedures, applicable codes, and regulations
  • Operates and preventatively maintains assigned equipment and tools. Inspects and cleans equipment to ensure safe operating conditions, performs routine repairs and / or replacement of parts, and monitors need for replacement or advanced repairs
  • Plans, monitors and reviews inventory, resources and materials needs. Initiates orders for resources based on requirements, working with contract workers and trade specialists as needed to by coordinate repairs and maintenance services
  • Completes setup / teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment
  • Performs manual labor such as cutting asphalt streets or concrete sidewalks, hand digging to locate buried utilities, loading / unloading heavy equipment, using gas powered saws to cut and remove damaged sewer pipes, installing new sewer pipes / fittings, replacing of sewer manhole rings / covers, backfilling excavations, work site cleanup, materials hauling / disposal, and additional site restoration activities
  • Supports the City's emergency response in the event of inclement weather such as debris cleanup after severe storms or snow and ice response for Division facilities.

This role may be required to drive tandem dump truck during severe weather or other natural disasters

Typical Qualifications

Education and Experience :

High School Diploma or GED and two years of maintenance experience, or experience related to the fields listed below as shown :

  • Construction : grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Landscaping : installer, maintenance, irrigation
  • Mechanic : heavy equipment, HVAC, hydraulic systems
  • Farming : manual labor, equipment operating
  • Moving Company : labor, truck driver
  • General Municipal Worker : utility inspector
  • Tech School Student : mechanical
  • Firefighter : full or part-time

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications :

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid North Carolina Class A Commercial Driver's License, with tanker endorsement, with a satisfactory driving record, or the ability to obtain within 60 days of hire

ADA and Other Requirements :

Positions in this class typically require standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Heavy Work :

Exerting up to 100 pounds of force occasionally, and / or up to 50 pounds of force frequently and / or up to 20 pounds of force constantly to move objects.

Working Conditions :

Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.

and frequent exposure to intense noise. Work is conducted in a crew setting primarily in an outdoors environment in close proximity to heavy equipment, vehicle traffic, and open excavations.
