Job Purpose
Build relationships and work with municipal authorities within assigned regional jurisdictions to foster open and pro-active communication regarding municipal construction plans and National Grid’s capital work plans.
Review municipal plans to coordinate, identify work and resolve conflicts to meet the needs of both the company and the communities we serve.
Deliver relevant information to the correct affected parties in a timely and thorough manner both internally and externally.
Facilitate, coordinate, and organize a program of public works projects relating to the gas systems to meet customer and regulatory requirements.
Key Accountabilities
- Review and assess the capital work program for the year ahead to develop with municipal authorities an appropriate timetable and to make the necessary arrangements for project execution.
- Keep municipal authorities and internal functions up to date and informed of project requirements and municipal plans using both formal and informal communication channels and networks
- Negotiate and agree to cost allocation and contract terms between municipal authorities, National Grid and other utilities where appropriate to support the delivery of public works projects.
- Prepare documentation and reports relating to all activities to support two-way communication between municipal authorities and the company, provide a record of activities and enable the continuous improvement of processes and capability relating to public works liaison.
- Actively build and maintain a network of relationships with stakeholders of municipal authorities and with the regulator and use this to ensure two-way communication, resolve conflicts and develop cooperation.
- Communicate effectively by adapting approach and considering what is important to team members, cross functional colleagues, contractors and third parties by tailoring message accordingly.
Qualifications
- Bachelor’s degree in an engineering discipline or science from an ABET accredited school.
- Minimum of 2 years’ experience of engineering experience required; natural gas engineering or gas distribution experience preferred.
- Awareness of municipal planning processes and the different working practices between each authority.
- Strong written and verbal communications skills, negotiation, presentation and project management skills, critical thinking and analysis required.
- Familiarity with federal, state, and local natural gas regulation and codes preferred.
