Description

Hennepin County Human Services is seeking a director to be a part of the department's leadership team to provide strategic direction for Human Services by leading the work of Fraud Prevention and Program Integrity.

This senior leadership position will work with other department leaders to maintain and strategically advance the organization in achieving successful outcomes of safety, stability, self-sufficiency, and well-being.

This position will report to the Deputy County Administrator of Health and Human Servicesand will lead workthat maintains integrity of departmental programs and ensures accountability in expenditure of public funds through prevention, detection and investigation of fraud and abuse.

Location and hours :

This position is hybrid and will be performed both on-site at the Government Center in downtown Minneapolis at 300 6th Street South, Minneapolis, MN 55487 and remote as job duties require.

While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

About the position type :

This position is full-time, benefit-earning and unclassified. Unclassified positions are non-permanent (at will) and are not subject to HR law / rules.

In this position, you will :

  • Provide leadership of Fraud Prevention and Investigations team and lead work throughout the department to prevent, detect and investigate fraud in critical program areas.
  • Oversee and provide strategic direction to staff responsible for conducting investigations into fraud, waste or abuse, and refer those results to appropriate administrative, regulatory and enforcement authorities.
  • Work with department leadership to create organizational vision and strategy for fraud prevention and program integrity.
  • Partner and liaison with the state Office of the Inspector General, law enforcement locally and nationally to identify best practices and trends in fraud prevention and investigations.
  • Work with leadership to ensure programs operate in compliance with federal and state laws and regulations.
  • Work with the Director of Financial Administration and Deputy County Administrator to develop and monitor budgets, revenues, and expenditures.
  • Collaborate and build partnerships across the organization to support and further the work of fraud prevention and program integrity.
  • Recommend policies relating to the prevention and detection of fraud and abuse, and to monitor the implementation of those recommendations.
  • Use and develop data metrics to monitor agency performance and identify areas of opportunity to continuously improve processes, policies, practices with a focus on improving outcomes for residents.
  • Develop proactive initiatives aimed at the early detection and prevention of fraud, and partner with federal, state, and local law enforcement, as appropriate, to investigate and prosecute fraudulent schemes.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.

Need to have :

One of the following :

  • Eleven or more years of management or administrative experience.
  • Bachelor's degree or higher in a field related to the business and seven or more years of management or administrative experience.

Strategic Resource Management Effectively manage a broad spectrum of resources including human resources, financial and capital projects, and technology.

Important attributes :

Experience : Leading and managing staff.Ensuring budgets and finances to strategically manage and align with department wide fiscal framework and targets.

Working at an organizational level with fraud prevention, detection, and / or investigation. Working with relevant state and federal laws, statutes, and regulations, including standards of practice and administration of programs.

Working with the legal process, both criminal and civil, performing legal research, writing, and analysis; in conducting investigations;

in mediation and negotiations. Innovating and using data to improve program performance and measure outcomes.Conducting investigations, assessments, and risk audits.

  • Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
  • Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism and successfully apply diversity, equity, and inclusion best practices to reduce disparities, including : Working understanding of cultural differences and the impacts of culture on service effectiveness, organizational effectiveness, and effective relationships with staff, partners, and those we serve.
  • Ability to : Communicate and engage effectively with employees at all levels of the organization.Collaborate with internal and external partners to make changes to existing practices, processes, and policies.

Lead through ambiguity and change.Maintain confidentiality and integrity of sensitive information.Use data to lead and build a data informed culture.
