With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative, Data Modernization Initiative (DMI) that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health.

Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19.

This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.

This is a grant-funded position ending in November 2027.

Program Description :

The Epidemiology Division and it’s Bureau of Epidemiology Services (BES) support the department in its systematic data collection and monitoring, rigorous analysis, effective data communication, and DMI.

BES seeks to support the department’s provisions of accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data.

Data Governance and Informatics Unit (DGI), a unit within BES, working with DMI core team and committee members, will oversee the coordination and implementation of systems and policy that support an agency-wide data governance framework.

The Unit works with all health department divisions, most data stewards and liaises with the agency Privacy Office as well as IT.

The unit currently governs 3 administrative health data assets for the department, the Statewide Planning and Research Cooperative System hospital discharge data, Medicaid claims, and electronic health records available for department use under data use agreements with the NYS Department of Health and Regional Health Information Organizations.

The Unit also maintains a department Data Catalog and oversees the agency’s submissions of data assets to NYC Open Data, under Local Law 11.

As part of DMI, the unit also coordinates and / or manages DMI Data Governance related projects including a cross agency data governance assessment, examination of comprehensive and informative data sharing mechanisms (e.

g., a legal Data Trust), and data governance tracking automation.

The candidate will be responsible for coordinating and supporting the governance of administrative data assets - as outlined below.

Summary of the Position :

DOHMH has an opening for a Data Governance Coordinator reporting to the Data Governance Administration Manager. The Data Coordinator will facilitate authorized access and use of administrative health data owned by external data stewards (e.

g. New York State Department of Health Medicaid, and Regional Health Information Organizations). Under the direction of the Data Governance-Administration Manager, the Data Coordinator will :

Specifically, the Data Governance Coordinator will :

  • Administer workflows for governing confidential administrative health data use, including project applications and publication review and approval;
  • requests and approvals for data access; preparation, submission, and maintenance of affidavits, business associate agreements, data use agreements, and IRB determination documentation;

tracking project status, project members, and data users.

  • Provide excellent customer service, data asset education, and communication to potential and active users of confidential administrative health data.
  • Prepare, communicate, and disseminate data use resources to support authorized data use. Synthesize incoming information and use to produce / provide data user information updates.
  • Liaise with DOHMH Legal and IT to ensure all access to confidential administrative health data is in compliance with DOHMH Policies and Data Use Agreements.
  • Liaise with external data stewards of New York State Department of Health Medicaid and Regional Health Information Exchanges to maintain agreements and ensure timely application, publication, and data deliverables review.
  • Manage communications tools (e.g. Sharepoint, TEAMS, email, newsletters, etc.) to promote compliance with data use policies and to assist users as needed.
  • Schedule and facilitate procurement for staff data system trainings.
  • Support administration of developing, new and special projects to enhance DOHMH access and use of Data Assets and the Data Modernization Initiative (e.

g. De-identified RHIO database; , RHIO Request for Proposal, etc.)

  • Support Unit, Bureau and Agency through the preparation of reports, presentations and communications
  • Coordinate meetings; prepare agendas, take minutes, assign follow up tasks and ensure progress on action items.

Qualifications and Requirements :

  • Minimum masters with 3 to 5 years of work experience in public health policy, health data governance, health library science, epidemiology, health information technology or information management
  • Knowledge and training in laws and regulations concerning health privacy, confidentiality, and data security standards.
  • Proficiency in Microsoft Word, Microsoft PowerPoint, Microsoft Outlook, Microsoft TEAMs and Sharepoint
  • Ability to collaborate and work in teams in a highly dynamic environment with multiple stakeholders and timelines.
  • Personable, pro-active, and self-motivated with proven ability to work collaboratively across multiple levels of organization in a virtual or face-to-face environment.
  • Experience working on large projects and be able to develop clear documentation informing stakeholders.
  • Highly analytical and effectively able to troubleshoot and prioritize needs, requirements, and other issues.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Ability to handle multiple tasks under tight deadlines.

Additional Information :

  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
