BUILDINGS AND SAFETY ENGINEERING DIRECTOR

GENERAL STATEMENT OF DUTIES : Perform administrative and managerial duties in planning, directing and coordinating operations of the Division of Building and Safety Engineering of the Department of Public Service.

This is a key leadership role responsible for overseeing all aspects of building construction, permits, inspections and compliance within the municipality, state and federal guidelines.

SUPERVISION RECEIVED : Work is performed under the administrative direction of the Director of Public Service.

SUPERVISION EXERCISED : Exercise administrative supervision over employees engaged in operation of the Division of Building and Safety Engineering.

TYPICAL EXAMPLES OF WORK : An employee in this class may be called upon to do any or all of the following :

Manage and supervise departmental staff including inspectors, plan reviewers and administrative personnel.

Plan, assign, coordinate and review the work of inspectors engaged in building, electrical, plumbing, HVAC and other inspections.

Assist and advise contractors and the general public in filling out applications for various permits.

Provide assistance and information to contractors and the general public regarding applicable City Ordinances.

Oversee the issuance of building permits ensuring compliance with local, state and federal regulations.

Check plans and specifications and approve building permits.

Supervise office and clerical personnel in the maintenance of an adequate records system.

Develop and implement departmental policies, procedures and guidelines to streamline operations and improve efficiency

Serve as liaison between city officials, developers, contractors and the public regarding building codes, permits and inspections.

Prepare and present reports to city officials.

Attend and participate in City Council meetings as needed.

Perform reports of division activities and make recommendations concerning revisions of ordinances pertaining to the division.

Conduct correspondence and investigate complaints by the public regarding activities of the division.

Enforce City Ordinances; stay updated on changes in building codes, zoning laws and other regulatory requirements to ensure departmental compliance and provide relevant guidance.

Assist in preparation of and manage the budget allocating resources effectively.

Perform related work as assigned.

DESIRABLE QUALIFICATIONS :

Considerable knowledge of the materials, methods and techniques used in building design and construction.

Considerable knowledge of City codes and ordinances pertaining to building, electrical, plumbing and HVAC construction and installation.

Ability to understand and interpret construction plans, and specifications.

Ability to coordinate the activities of employees engaged in inspection services.

Ability to prepare comprehensive reports in connection with inspections, violations and complaints.

Ability to establish and maintain satisfactory working relationships with the public, contractors and other employees.

Ability to manage multiple projects simultaneously and meet deadlines.

Public Administration degree or courses highly preferred.

PRELIMINARY QUALIFICATIONS : An applicant shall possess, upon application, based upon the closing date of the posting, the following education and experience or its satisfactory equivalent as outlined and certified by the Civil Service Commission.

Bachelor’s Degree in Construction Management, Architecture or a closely related field. Master’s degree preferred.

Minimum of seven (7) years progressively responsible experience in building inspection, code enforcement or construction management with at least two (2) years’ experience in a supervisory or managerial role.

Thorough knowledge of local, state and federal building codes, zoning regulation and construction standards.

Strong leadership, organizational and communication skills.

Proficiency in relevant software applications (e.g. building permit management systems, GIS and Microsoft Suite)

Possession of valid driver’s license to operate a vehicle in the state of Michigan.

Driving record must meet City standards for insurability.
