The Defense Intelligence Agency's (DIA) China Mission Group (CMG) seeks a highly motivated officer to provide program analysis and resource management expertise that enables China resourcing decisions and helps prepare the Defense customers for conflict with China.

China is an increasingly strategic threat to the US, and CMG leads DIA's China-related activities by prioritizing requirements, integrating and synchronizing Agency capabilities, and leveraging authorities to operationalize intelligence that creates effects to compete with, deter, and-if necessary-defeat the Peoples Republic of China (PRC).

CMG's resources are focused on analysis of the PRC and People's Liberation Army (PLA) doctrine, strategy, capability, and intent;

targeting and HUMINT, SIGINT, and OSINT collection of PRC / PLA intelligence; and developing comprehensive IC- and DIE-wide campaigns to ensure our collective efforts will have the desired effects on Strategic Competition. The incumbent :

  • Plans and accomplishes budgetary phases of complex programs to include budget development, investments, justification, interagency agreements, cross-agency resources, transfers, execution, and performance management.
  • With mission owners and program managers, identifies current and long-range program requirements, assists in the translation of requirements into resource plans, and ensures resource plans align (as appropriate) to DIA, Global Integration, and CMG strategic goals and objectives.
  • Partners with program managers and other stakeholders and conducts joint analyses of assigned complex program spending and cost vs.

performance in order to streamline operational costs and ensure budget operations integrity.

  • Directs the development of program performance reviews. Gather and analyze data to measure performance.
  • Contributes to the Resource Advisory Board and presentations to DIA offices, congress, or other outside authorities.
  • Develops or implements broad plans and objectives pertaining to special programs and contracts funded by multiple organizations.
  • Plans and coordinates the day-to-day financial activities and transactions. Recommends actions to correct deficiencies in procedures having major impact to the assigned program(s) or operationally interrelated programs.
  • Develops budget and resource management procedures. Advises and makes recommendation leadership on budgetary and other resource issues.
  • Plans and coordinates the development of documentation, briefings, discussions, memorandums, talking points, and other products that represent, justify, and support the budget.

Responsible for overseeing and providing recommendations on DIE / DIE wide resourcing on China to DDGI via the CMG chief Responsible for supporting DIA enterprise China Investment Working Group Broad exposure and influence in all operational financial sub projects, working across all DD4s to resource CMG mission.

Minimum Qualifications Required - Knowledge and experience working throughout the Planning, Programming, Budget, and Execution Process.

  • Demonstrated analytical and critical thinking skills necessary to compile and analyze data, and develop budgetary and other financial reports.
  • Proven interpersonal skills, demonstrated by developing working relationships and networks with leadership, staff, and colleagues across the organization and IC.
  • Demonstrated oral and written communication skills sufficient for developing responses or briefings on financial topics and issues for a wide-range of technical and non-technical customers, co-workers, and managers.
  • Identifies available resources and constraints that impact the effectiveness of work assignments, and develops plans that effectively utilize resources and overcome obstacles
  • Experience using critical databases / tools : CMS, IRIMIS, FACTS, DTS, etc.

Other Comments This is a 24 month assignment with an optional 12 month extension. This assignment provides Joint IC Duty credit in accordance with Intelligence Community Directive 660.

Service in more than one element of the Intelligence Community is highly valued.
