Position Overview
QinetiQ US is looking for a Project Control Manager to join our team! The individual selected for this position will have the opportunity to support and run Earned Value (EVMS) and cost reporting for government contracts and support the pricing efforts for proposals varying in size from small to large as well as get involved with every aspect of running and administering multiple programs of varying size, and supporting compliance effort to achieve CMMI Level 3 certification and ANSI 748 EVMS certification.
The successful candidate will need to be a proactive team player willing to do what it takes to get the job done and make the team successful.
Responsibilities
- Support pricing actions and cost proposals of varying size.
- Support regular Estimates at Complete (EACs) on various programs.
- Status Earned Value (EV) monthly, generate EV reports, and analyze EV data.
- Work with Program Manager (PM) to identify corrective actions based on EV data.
- Provide ad hoc analysis in support of government and commercial customers (including but not limited to DCAA and DCMA) as well as internal QNA management.
- Support with processing consultant invoices.
- Develop cost estimates using input from technical Subject Matter Experts (SMEs) using company standard pricing tool.
- Ensure that all estimates are supportable by working with SMEs to develop rationale.
- Proactively work with proposal team to obtain inputs to meet proposal requirements.
- Develop metrics through the collection and analysis of data.
Required Qualifications
- Bachelor’s degree in finance, account, business administration, or related field and at leats 6 years of financial analysis experience.
- Strong proficiency in MS Excel.
- Candidate must have excellent verbal and written communications skills.

Preferred Qualifications
- MPM (Microframe Project Manager) expertise
- Experience with Deltek Cost Point
- Experience with Deltek Cobra
- MS Word expertise
- Navy or other DoD Agency experience in developing cost and pricing models.
- Familiarity with contract types FFP, T&M, CPFF, CPAF
- Knowledge of cost estimating techniques that will meet DCAA audit requirements.
- Knowledge of rate structures and application of proper resource and burden rates.
- EVMS experience
- MS Project experience
- Experience leading cost proposal efforts
