OIS provides thetechnology systems and services that support more than 18000departments agency staff at local offices and facilities around thestate.

• These systems and services help the two agencies determineclient service program eligibility; provide medical housing foodand job assistance;
• provide addiction mental health vocational andrehabilitative services; protect children seniors and people withphysical and / or developmental disabilities;

process claims andbenefits; manage provider licensing and state hospital facilities;and promote and protect the state public health.

eXPRS is a webbased system developed to manage long termcare Medicaid services for individuals with intellectual &developmental disabilities (I / DD).

eXPRS is managed by the Officeof Developmental Disabilities Services (ODDS) a program of theCleint in coordination with the Department.

Required :

• Client seeks highly skilled Software EngineerIV with expertise as a Java Architect & Developer andexpertlevel knowledge of and experience with software architecturedesign development integration and testing.
• Key Person must understand and adhere to existing systemarchitecture standards within the existing eXPRS system Java Strutsframework.
• Key Person must write cleanefficient and maintainable code across multiple layers of the eXPRSsystem codebase.
• Key Person must have theability to solve highly complex problems within an existing largemonolithic enterprise system.
• Key Person mustwork collaboratively with other architects within the State ofOregon as well as other Software Reliability Engineers QualityAssurance teams senior development staff and business analysisteams.
• Key Person must analyze existing datastructures and maintain integrity of data standards and modelswhile expanding and optimizing the interactions within the databaseand integrations with other systems using SQL stored proceduresbatch processes etc.

Scope :

The Office of Financial Services is requesting expansionof eXPRS to support several requests that have been added to theeXPRS development backlog.

These requests are required to allow OFSto maintain additional funding rules requirements such as PERCcodes and Continuous Eligibility meet CMS reporting requirementssuch as TMSIS enhance mass adjustments to support additionalfeatures such as Paid Date enhance eXPRS to SFMA interface to meetadditional requirements such as new payee type and adjustmentscreated additional efficiencies in the management of the tens ofthousands of funding rules handled by eXPRS and correct severalissues that have been identified.

eXPRS mustsupport Collective Bargaining Agreement (CBA) requirements forPersonal Support Workers (PSW). Provider Liability Accounts (PLAs)in eXPRS do not currently allow flexibility in expanding the PSWPLAs to adhere to the regularly changing and expanding requirementsof the CBA.

Work will be required to split the eXPRS PSW and AgencyPLA into separate modules thereby allowing the Operations andMaintenance team to ensure the PSW PLAs adhere to the CBArules.

Therefore the Key Person shall revamp thefinancial maintenance system in eXPRS including interface workaccounts recovery and financial indicators.

Therefore the Key Person shall enhance PSW Liability ineXPRS to meet Collective Bargaining Agreement requirements. Auditexisting data systems : models queries data quality security etc.

and provide recommendations and a suggested roadmap formodernization.

Key Personshall :

Develop and deliverupdates to eXPRS application. This includes software code changesand documentation.

Complete and documentrequired enhancements defect corrections batch code and codemodifications

Draft and deliver TechnicalSpecifications documents that meet the technicalrequirements.

Participate in regular planningand review meetings with Authorized Agencys Solution Developmentand Delivery (SDD) eXPRS team.

Write and reviewthe test plans and test scripts and make necessary changes asneeded.

Perform unit testing to ensurerequirements are met and changed code works as specified.

Follow Authorized Agencys existing requirements managementdesign development and issue tracking processes and developmentstandards (including naming conventions).

Document in the Azure DevOps tracking system any issuesidentified in testing and their resolution taken to resolve theissues.

Conduct end to end system testing aswell as end to end system integration testing.

Required skills andexperience :

A highly skilledJava developer with expertlevel knowledge and experience withWebSphere Liberty 9 and Java 11 (10 years of experience)

Expert understanding of IBM DB2 UDB systems and concepts(10 years of experience)

Proficient with EclipseIDE Liberty 9 Plug In (10 years of experience)

J2EE (10 years of experience)

Proficient with Git source control concepts

Bachelors degree in area of specialty

At least six years of equivalent experience in the fieldor in a related area
