The Alaska Department of Fish and Game, Division of Wildlife Conservation is recruiting for a Natural Resource Manager 2 (ANILCA Program Manager) located in Anchorage!

Job Description

The incumbent will conduct and oversee policy analysis and develop policy positions for the Commissioner through the Special Assistant in consultation and coordination with Division Directors, supervise two Natural Resource Specialists in the ANILCA Program, and ensure Department management authorities are utilized and respected in federal plans, rulemaking, policies, and other documents.

The incumbent will advocate for public access to hunting, fishing, trapping, and other public uses. They will also negotiate federal / state policy issues and work to prevent litigation.

The incumbent's work represents the Department's interest in ANILCA by ensuring that federal plans, rulemaking, policy, and other documents recognize state management authority over fish and wildlife, continue to allow access for traditional activities as identified in ANILCA, and uphold the promises granted to the state at statehood and under ANILCA.

The working conditions you can expect :

The duty station for this position is in the Anchorage ADF&G office. The position occupies a single office during normal business hours typically from 8 : 00AM to 5 : 00PM.

The daily work environment consists of tracking and participating in plan and regulation reviews to respond in a timely manner and conducting normal daily activities for managing staff and budget.

Who we are looking for :

We are looking for an individual with the following knowledge, skills, and abilities :

  • Knowledge of state and federal laws, regulations, and policies related to natural resource management, including ANILCA, the Wilderness Act, and the Federal Land Policy Management Act (FLPMA), as well as familiarity with the Public Trust Doctrine.
  • Advanced verbal and written communication skills including public speaking and technical writing.
  • Ability to demonstrate negotiations and teambuilding skills and work constructively with strong-minded individuals or organizations that have different missions.
  • Experience managing multiple projects in stressful situations and ensuring completion of projects within strict deadlines.
  • Experience supervising professional level staff working on natural resource projects and managing program budgets.

Minimum Qualifications

Any combination of education and / or experience that provides the applicant with competencies in :

  • Administration and Management : Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Environmental Science : Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
  • Influencing / Negotiating : Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.
  • Project Management : Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Education in a natural resource field, law, public administration, planning or economics and / or progressively responsible professional experience or managerial experience in natural resource management.
