Position Details

BASIC FUNCTION :

Under general supervision of the Director of Maintenance, incumbents in this position plan, schedule, organize, direct and evaluate the work of crews and craft personnel performing HVAC and plumbing related work, and have administrative, financial and managerial responsibilities for the department performing those services.

The unit’s work plans are carried out through forepersons or leads. Incumbents are responsible for formulating and developing assigned unit goals and objectives as related to division and departmental goals, supervising and inspecting the work of assigned personnel and directing day-to-day activities.

Duties are carried out with considerable independence within the framework of established policies, procedures and guidelines.

Work and results are reviewed through conferences, field inspection and analysis of records, reports and completed work orders.

REPRESENTATIVE DUTIES :

The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification.

Directs and participates in analysis and prepares recommendations and reports regarding the construction, maintenance and repair of the District’s buildings, structures, offices, facilities and associated mechanical systems;

determines the time, equipment, material and personnel requirements for major projects.

  • Plans, monitors, supervises and evaluates the work of District Council of Unions (DCU) represented staff.
  • Develop, implement and monitor work plans with staff to achieve division mission, goals and performance measures.
  • Participate in developing and monitoring performance against the annual division budget
  • Develop, recommend and implement practices, policies,and procedures applicable to unit responsibilities.
  • Direct the performance of assigned staff in all areas; interview, select, train, and mentor employees and approve transfers, reassignment, termination and disciplinary actions.
  • Provides leadership and works with staff to create a high performance, service-oriented work environment that supports the District, departmental and division mission, objectives and service expectations;

provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.

  • Demonstrate a commitment to the Portland Public Schools Equity Initiative by developing a thorough knowledge and application of the district Racial Educational Equity Policy.
  • Participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K-12 education;

model appropriate behaviors; develop, recommend and implement improvements to district practices and student achievement with awareness and understanding of their impact in a racially and culturally diverse community.

  • Directs the scheduling and dispatching of facilities maintenance crews and personnel; oversees and coordinates the division’s automated work order system for facilities maintenance.
  • Evaluates programs in terms of cost and program goals; determines priorities and schedules; allocates division funds and resources;

develops, implements, tracks and reports on preventative maintenance programs.

  • Responsible for long-range planning for facilities maintenance, renovation, demolition, disposal and replacement.
  • Responsible for improving productivity of cost effective measures that guide practices in staffing, scheduling and work procedures.
  • Inspects facilities for maintenance work and reviews work orders, complaints and other requests for services received from departments, agencies and schools;

manages the development and maintenance of a database to document and index condition of buildings.

  • Inspects progress of projects in the field, including work performed by contractors through reports, and the review of completed work orders.
  • Prepares studies and reports; develops recommendations to improve efficiencies. Coordinates division activities with other departments, divisions, schools and agencies.
  • Prepares specifications and drawings for proposed projects
  • Ensures the District’s safety program and goals are implemented.
  • Other related duties and responsibilities as assigned.

EXPERIENCE & EDUCATION :

  • High School Diploma or equivalent
  • Seven or more years of Facilities Maintenance Experience
  • One or more years of leading a team as a team leader or as a direct supervisor

Any equivalent combination of experience and / or education from which comparable knowledge, skills, and abilities have been achieved.

A Bachelor's degree may be substituted for up to 2 year of work experience.

PREFERRED QUALIFICATIONS :

  • Experience working in a union environment
  • Experience working with or in culturally diverse communities or in a school district
  • Completion of an accredited apprenticeship program relating to HVAC and / or Plumbing

KNOWLEDGE AND ABILITIES :

  • Ability to directly supervise employees performing HVAC and plumbing related work.
  • Knowledge of preparing requests for bid proposals for repair
  • Understand, interpret, explain and apply District policies and procedures
  • Present proposals and recommendations clearly and logically in public meetings.
  • Represent the District effectively in negotiations.
  • Prepare clear, comprehensive correspondence reports, studies and written materials.
  • Exercise sound, expert independent judgment within general policy guidelines.
  • Work independently and in teams.
  • Problem solve creatively by using prescribed guidelines.
  • Multi-task; set priorities, meet deadlines and schedules.
  • Adapt easily to changing work priorities.

Program Management

  • Program and project management skills.

  • Ability to analyze and make recommendations on management and administrative challenges.
  • Manage facilities renovation and maintenance schedules and project cost.
  • Manages procurement of shop inventory, special parts and equipment purchases; and leads the asset management system.
  • Managing, implementing, and establishing maintenance standards and guidelines that adhere to Portland Public School buildings, structures and properties.

  • Effectively coach, mentor and train staff, individually and collectively.
  • Experience and credibility as a leader in an environment where the ability to influence, work across a complex matrix, and build relationships is critical.
  • Influences others without direct authority to achieve solutions to meet organizational objectives, and is proactive in providing solutions, resolving issues and overcoming hurdles to results.

Effectively collaborates with partners to resolve.

  • Ability to motivate, influence and optimize senior leadership, stakeholders and peer groups.
  • Collaborate with HR leaders to ensure racial, linguistic, gender diversity, equity, and inclusion is identified as strategies focusing on recruitment and retention efforts in the facilities department / division and help provide action items to achieve RESJ results.

  • Establish and maintain effective working relationships with all levels of District management, board members, other governmental officials, contractors, vendors, employees, students, families and the general public.

CLASSIFICATION AND SALARY :

This position is classified as a Construction & Maintenance Senior Programs Manager, Pay Grade 37, on the Non-Represented Confidential, Professional and Management .

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS / OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP / IAP, after serving six months under a PERS employer.
