Overview

The Opportunity

Internal Services Department is seeking qualified candidates to fill emergency Senior Information Technology Specialist, ISD (Source-To-Pay Transformation / eProcurement) vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Senior Information Technology Specialist, ISD.

Responsibilities

  • Manage technical support for Los Angeles County's new enterprise e-procurement system, in close collaboration with executives and stakeholders across County departments.
  • Act as a senior technology consultant and liaison to departmental project teams, customer management, and contractors in information technology systems design, development, and implementation with emphasis on the County's enterprise eProcurement System.
  • Lead the eProcurement Division's technical resources and provide direction on workload and assignments for IT staff and contractors.
  • Lead multiple workstreams across all project phases : design, development, implementation, and post-implementation support.
  • Identify technical requirements from business needs, functional and process designs, prototyping, testing, training, and support models.
  • Serve as the owner of technical deliverables for the Source-To-Pay transformation and implementation; provide final review and approval for contractor technical deliverables.
  • Design service delivery models and performance frameworks; align with stakeholders to define technical support requirements and drive service quality and customer experience.
  • Develop operating plans, data reporting structures, and KPIs to measure technical support effectiveness.
  • Focus on efficiency, equity, standardization, automation, and customer service; drive continuous improvements to increase adoption, compliance, and reduce cycle times; document all processes.
  • Develop public / private partnerships to meet customer requirements.
  • Manage ongoing operational functions related to procurement technology and programs; ensure systems are maintained, up to date, secure, and operating efficiently.
  • Advise ISD and County leadership on current and future directions of eProcurement technology and policy.

Selection Requirements

Four years of experience, within the last five years, at the level of Los Angeles County's class of Information Technology Specialist, ISD, or four years of management experience in information technology within the last five years at the level of Section Manager, Information Technology, ISD or higher.

  • Experience at the level of Information Technology Specialist, ISD is defined as acting as a consultant, technical expert, systems / solutions architect, or project manager in a technical field of information technology.
  • Experience at the level of Section Manager, Information Technology, ISD is defined as managing the activities of an IT section in the performance of application systems development, implementation, modification, and maintenance.
  • YOU MUST meet the above requirements to be appointed to vacancies related to this recruitment.

    Licenses and Physical Class

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to perform job-related essential functions.

    Physical Class II – Light : includes light administrative / clerical work with occasional light lifting up to 10 pounds and some bending or squatting; considerable ambulation may be involved.

    Desirable Qualifications

  • Experience supporting Software as a Service (SaaS) hosted systems, including configurations (not software customizations), complex integrations with ERP, data warehouse and report development (dashboards), issues management with SaaS providers, and system upgrades with SaaS hosted providers.
  • Experience designing, developing, implementing, and maintaining a Source-to-Pay or similar system across a highly matrixed organization with annual spend over $250M.
  • Bachelor's Degree from an accredited college or university in Computer Information Science, Computer Science, Computer Engineering, Software Engineering, or a closely related field.
  • Additional Note : Closely related fields will be determined by the hiring manager.
