King William County is seeking a detail-oriented and proactiveEnvironmental Compliance Officer to administer, enforce, and monitor compliance with local, state, and federal environmental regulations. The ideal candidate will conduct inspections, review development plans, respond to citizen concerns, and ensure proper implementation of erosion and sediment control measures across the County. This role is primarily field-based and requires strong communication, technical, and problem-solving skills.
Enforce County environmental ordinances, including Erosion and Sediment Control, Chesapeake Bay Preservation Act, Wetlands, Zoning, Site Plans, Subdivision Regulations, Sign Ordinances, and Property Maintenance Codes.
Conduct field inspections of private and public development sites to ensure compliance with environmental regulations and County codes; monitor active land disturbance projects to verify proper permitting, installation of trapping mechanisms, and ongoing site compliance; and facilitate pre-construction meetings to explain erosion and sediment control requirements to developers and contractors.
Respond to citizen inquiries and complaints related to erosion, drainage, zoning, and environmental issues; investigate concerns and provide guidance or enforcement as appropriate; receive and investigate property maintenance complaints; determine violations and issue required notices; initiate legal proceedings when necessary; and provide guidance on environmental regulations, zoning compliance, and permitting requirements.
Inspect newly constructed single-family dwellings within seven (7) days of Certificate of Occupancy to ensure permanent stabilization measures are in place; and maintain accurate and detailed inspection records, including written reports, photographic documentation, and progress logs.
Submit monthly reports to the Virginia Department of Environmental Quality (DEQ) regarding active land disturbances; track and monitor logging operations within the County; and issue Notices of Violation and Stop Work Orders for non-compliant properties; follow through with enforcement actions when corrective measures are not taken.
Collect and process applications for building, zoning, land disturbance, and building trade permits, ensuring proper documentation is submitted for review.

Ability to read and understand legal and technical documents such as environmental statutes, codes, and permits, and apply them correctly in a field or administrative context.
Ability to prioritize tasks, manage competing deadlines, and conduct field work without constant supervision while maintaining high standards of accuracy and accountability.
High school diploma or equivalent; Associate or Bachelor's degree in environmental science, planning, construction management, or a related field preferred; and at least two (2) years of experience in environmental inspection, construction site compliance, or a related field.
Must possess a DEQ Erosion & Sediment Control Inspector) and Storm Water Inspector Certification from the Virginia Department of Environmental Quality.
Strong knowledge of state and local environmental regulations and best practices in erosion and sediment control.
Excellent written and verbal communication skills; ability to explain technical information to diverse audiences.
Proficient in Microsoft Office and inspection reporting tools; GIS knowledge is a plus.
Must possess and maintain a Virginia Driver's License and must be able to successfully pass a drug screening and criminal background check.
