Duration : 12 Months (contract)

Location : Hartford, CT (Hybrid, Candidate Must Be Local & Must be a USC or PR)

Local candidates only must be within a 2-hour drive from Hartford, CT.

Scope of WorkThe Business Analyst Will

• Document current business processes and automation.
• Develop migration and implementation strategies.
• Facilitate discovery, visioning, design, and analysis of current and new systems.
• Lead requirement gathering and agile / hybrid iterative process refinement.
• Document business workflows, processes, issues, and improvements.
• Manage business analysis, quality assurance, end-user training, and application implementation.
• Coordinate with state agencies, third-party vendors, and federal agencies.
• Negotiate timelines, train and mentor other analysts, and act as a liaison between IT and Business.

Required Skills And Experience

• Extensive knowledge of Child Welfare, Business Process Mapping, SACWIS, Data Quality, Federal and State regulations.
• Experience working with high-level internal and external agency management.
• Familiarity with DCF Development Practices and Methodology, Lean, and Agile methodologies.
• Understanding of technical and business interdependencies, legacy batch systems, and modernized applications.
• Proficiency in creating detailed business requirements, business processes, and testing automated processes.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Outlook).

Additional Preferred Qualifications

• Bachelor’s degree in a related field.
• Familiarity with federal reporting systems like AFCARS, NCANDS, NYTD.
• Experience in data quality planning and testing.
• Excellent communication, collaboration, and problem-solving skills.
