The Air Force Civilian Service (AFCS) is looking for a Full Time, Interdisciplinary : General Engineer / Architect / Civil Engineer / Environmental Engineer / Mechanical Engineer / Electrical Engineer, (GS-0801-0808-0810-0819-0830-0850-13) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Air Force Civil Engineer Center Facility Engineering Directorate, Military Construction Program Development Branch (CFPM) at Joint Base San Antonio-Lackland, TX

This position has a typical 2024 salary range of $104,887 - $136,357 (includes locality).Qualifications / Requirements :

The primary purpose of this position is to serve as a senior planning, programming, and MAJCOM activity management plan (MAMP) and Sub-MAMP architect / facility engineering professional at the major command (MAJCOM) level

Provides difficult and complex facility project planning and programming for new construction, renovation, and improvement projects of real property facilities and infrastructure, including utility systems, at multiple installations / locations with up to ten-year requirement projections for USAF assets including personnel, facilities, infrastructure, and / or equipment

Responsible for planning and programming MAJCOM facility sustainment, restoration, modernization, and construction projects supporting US interests at multiple installations, and advising on the reprogramming of funds to respond to new or changing installation capability requirements and sound asset management principles.

Citizenship.

  • May require travel away from the normal duty station on military or commercial aircraft.
  • May be required to possess a valid operator’s license in order to drive a motor vehicle to and from work sites.
  • This is a Testing Designated Position

The employee is subject to random drug testing.

  • Analyzes, directs, and develops plans and programs for new construction, repair, and improvements of real property facilities, including infrastructure using extensive professional knowledge of several engineering disciplines, principles, and standards.
  • Develops program resource allocation, planning, programming, and budgeting for assigned programs within the MAMPs and / or MCAMPs.
  • Analyzes program documentation supporting the POM, FYDP, and budget submissions for assigned assets to determine if projections are accurate and overall asset performance is being achieved as projected.
  • Represents the organization with a variety of outside agencies, MAJCOM activities, and / or installation organizations.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA) :

  • Mastery of advanced concepts, principles, practices, standards, methods, and techniques of professional facility engineering / architecture to effectively perform project planning, programming, development, execution, and advisory services.
  • Knowledge of facility planning / programming principles and work classification to apply new theories and / or applications to issues and provide expert technical advice and direction to senior officials.
  • Knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness including long term comprehensive planning.
  • Knowledge of planning, programming, and budgeting cycles; financial systems; restrictions on the expenditures of funds; and applicable public laws.
  • Skill in devising and applying new approaches and standards to problems not susceptible to treatment by accepted and established practices and procedures.
  • Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

OTHER REQUIREMENTS / SIGNIFICANT FACTS :

For General Engineer (0801), Civil Engineer (0810), Environmental Engineer (0819), Mechanical Engineer (0830) & Electrical Engineer (0850) :

Degree : Engineering

To be acceptable, the program must : (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2)

include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or

physics : (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c)

fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f)

nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience : College-level education, training, and / or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

For Architect (0808) :

Degree : Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following : structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of Education and Experience : College-level education, training, and / or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks

NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Permanent Change of Station (PCS) expenses if authorized will be paid IAW JTR and Air Force Regulations
