Payroll Accountant

Under the direction of the Finance Director, the Payroll Accountant is responsible for the processing and maintenance of Payroll & assigned Finance related functions. Compensation Statement : The posted pay range is provided for informational purposes. The final salary will be determined based on a combination of factors, including the candidate's education, relevant work experience, and length of service in the public sector, in accordance with Village policies and applicable guidelines.

Essential Duties & Responsibilities

Essential Functions :

  • Processes payroll and maintains accurate records in compliance with laws, policies, contracts, and ordinances on a bi-weekly basis.
  • Enters and updates employee onboarding and offboarding information from NeoGov into payroll and financial software (Tyler Munis).
  • Collaborates with Support Services Manager to enroll and terminate employees in benefit plans.
  • Assists with annual open enrollment payroll / benefits processes, including updating data in the payroll system.
  • Prepares, reconciles, and transmits payroll contributions and reports, including bi-weekly payroll taxes, quarterly 941 and unemployment reports, monthly and annual WRS reconciliations / payments, and Sales & Use Tax filings.
  • Reconciles payroll data throughout the year; prepares, distributes, and files annual W-2 forms.
  • Performs monthly, quarterly, and year-end payroll closing procedures.
  • Responds to inquiries from employees, payroll and financial vendors, banks, and institutions.
  • Reconciles benefit accounts between payroll and the general ledger on a monthly basis.
  • Updates employee wages, deductions as needed, and tax tables annually.
  • Provides payroll reports to Support Services Manager and leadership as needed.
  • Assists with payroll-related data collection for audits, compliance reviews, and open records requests.
  • Tracks and administers FMLA hours according to policy; coordinates with Support Services Manager to ensure compliance.
  • Manages employee wage garnishments, deductions, and related reporting.
  • Coordinates with Support Services Manager on COBRA reporting and compliance.
  • Prepares and post payroll-related journal entries.
  • Manages direct deposit transactions and resolves returned payroll funds.
  • Processes off-cycle checks as required.
  • Maintains employee payroll data (address changes, HRIS updates, vendor notifications).
  • Manages imputed income calculations for Life over 50,000 and gift cards

Other Non-Essential Functions :

  • Processes accounts receivable, including generating invoices, receipting payments, sending monthly statements, and handling collections.
  • Reconciles pet licensing collections monthly and submit the annual report to the county.
  • Assists with the collection of property tax payments.
  • Assists with miscellaneous monthly processes such as pet license reconciliation, uncashed checks, and mobile home worksheets.
  • Assists with balancing and credit card allocation of monthly bills.
  • Generates PaymentTech reports and provide occasional support at the front counter.
  • Processes utility credit card payments, including pulling the PayTech report.
  • Typical Qualifications

    Minimum Qualifications :

  • Associate's Degree in Public Administration, Finance, Accounting, Human Resource Management, or a closely related field.
  • Minimum of five (5) years of progressively responsible payroll and / or finance experience.
  • At least three (3) years of experience working in the public sector or a governmental environment.
  • Preferred Qualifications :

  • Experience using Tyler Munis financial and payroll software.
  • Prior experience working in a local municipality in a finance or payroll-related capacity.
  • At least three (3) years of experience with Wisconsin Retirement System (WRS) reporting and reconciliation.
  • Demonstrated knowledge of benefit administration processes.
  • Strong understanding of Generally Accepted Accounting Principles (GAAP), including general ledger functions.
  • Experience working with various HRIS & Time and Attendance Systems.
  • Knowledge, Skills, and Abilities

  • Thorough working knowledge of Microsoft Office Suite, particularly Excel and Outlook.
  • Prior experience with Tyler Munis ERP software.
  • Strong communication skills, both verbal and written.
  • Ability to establish and maintain effective working relationships with staff, leadership, and the public.
  • Ability to manage sensitive and confidential information with discretion.
  • Knowledge of bookkeeping and accounting principles, practices, and techniques.
  • Knowledge of cash handling procedures and practices.
  • Familiarity with automated recordkeeping systems and various HRIS platforms (including NeoGov).
  • Ability to perform basic mathematical calculations accurately.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Strong organizational and time management skills, with the ability to set priorities and adapt to changing demands.
  • In-depth understanding of payroll principles and practices.
  • Working knowledge of payroll and tax regulations at the federal, state, and local levels.
  • Excellent attention to detail and accuracy.
