Position Summary

The Program Analyst to the Assistant Administrator / Deputy Assistant Administrator (AA / DAA) will primarily support the Office of the Assistant Administrator (AA / GH), as a PHI Institutional Support Contractor (ISC).

The Office of the Assistant Administrator serves as the principal advisor to the Agency and the Administrator on broad technical and operational matters relating to the mandate of the Bureau.

The AA / GH office has ultimate responsibility for the quality of the Bureau’s programs and the capacity of its workforce.

It includes the Assistant Administrator, three Deputy Assistant Administrators, Special Advisors, and Program Analysts and Assistants.

In this role, the selected candidate will provide efficient and timely day-to-day technical and analytical support to the Deputy Assistant Administrator (DAA), performing a variety of both complex and programmatic duties working as a partner and often extension of the DAA, as described below.

In addition, as directed, the Program Analyst to the AA / DAA will provide broader support to AA / GH office leadership.

The Program Analyst to the AA / DAA will perform a broad array of tasks including technical support to the AA / DAA portfolio as well as preparation of quality written technical documents, briefing notes, research summaries and presentations.

The analyst will also be responsible for managing the AA / DAA’s calendar, including travel.

The Program Analyst to the AA / DAA is a key member of the team, working closely with other leadership staff and as directed, other Bureau staff to ensure its broader goals and objectives are effective and in an efficient and effective manner.

The Program Analyst to the AA / DAA ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously in collaboration with the DAA.

The individual is expected to be familiar with technical issues and policies pertaining to the public health focus area(s) of the AA / DAA’s portfolio and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

The Program Analyst assists the Deputy Assistant Administrator on many high-profile topics which requires onsite management oversight and guidance.

Employment Type : Full Time

Full pay range for this position is $78,780 to $124,540 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.

C. Essential Duties and Responsibilities :

  • Provide high level and confidential management support to the Assistant Administrator, Deputy Assistant Administrator and other members of the GH Front Office as assigned.
  • Manage the overall workflow and coordination with the GH bureau office, country teams and USAID missions, exercising a wide degree of latitude with respect to regarding workflow, priorities, and methods in addition to an in-depth knowledge of AA / DAA’s, methods of operation, relationships, and authorities.
  • Analyze data to help generate recommendations for further changes or bureau improvements to help increase the Global Health Bureau’s productivity and efficiency.
  • Analyze and provide programmatic review of briefers, talking points, and background papers prepared for the DAA. Review the briefers for technical content, continuity, and alignment to front office priorities and policy.

Provide technical comments and edits directly back to GH bureau teams and collaborate on edits, additions, and additional reviews, pulling in additional bureau SMEs as needed for inputs before shared with the DAA.

  • Develop talking points and external engagement written materials, especially when tight turnaround times arise and as needed for urgent high-level engagements.
  • Collaborate with the GH communications team on alignment with approved communications messaging.
  • Working with GH bureau country teams and USAID Mission colleagues on designing high level programmatic temporary duties (TDYs), including determining strategic technical area priorities to highlight, partnerships to engage, and government officials for high level meetings.

Prepare TDY itinerary, including advising the DAA on recommendations for meetings and site visits based on bureau and agency priorities.

  • Serve as the bureau lead for special technical projects and initiatives, such as serving as the GH bureau lead for the United Nations General Assembly delegation and serve as the main point of contact for interagency colleagues such as CDC, HHS, NSC, and State.
  • Serve as the Front Office point of contact for GH bureau offices under the oversight of the DAA, including collaborating directly with office leadership on special projects and initiatives under the technical scope of the offices.
  • Manage a broad variety of technical and high-level programmatic tasks for and in collaboration with the AA / DAA including coordination of projects relevant to DAA’s health portfolio to ensure timelines are met, tasks are assigned, and progress is tracked.
  • Facilitate communication and strategic engagement between the DAA and bureau / agency / external stakeholders, and research and gather information to prepare reports, prep for meetings and project work.
  • Serve as a liaison between the DAA and bureau staff, staff in other bureaus, Agency leadership and other key stakeholders and assist in problem solving when issues or challenges arise.
  • Maintain high level of confidentiality and discretion when handling sensitive information and participating in confidential discussions and decisions.
  • Analyze and prioritize meetings based on business needs by maintaining active calendar of appointments for AA / DAA, updating schedules and contacts, and maintaining team files.
  • Prepare for a wide range of events and trips, and develop reports, briefings, talking points, presentations, memos, publications, and other means of communication for the AA / DAA, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Facilitate engagement between the AA / DAA office and other offices within the Bureau, between the Bureau for Global Health and other bureaus and offices in the Agency, as well as external stakeholders, ensuring that all deadlines are met, and deliverables are in compliance with USAID professional norms and standards.
  • Review high level information on potential problems and issues; prepare oral and written reports that address the problems;

and make recommendations for their resolution.

  • Collaborate with the AA / DAA to develop strategic travel schedules, schedule trip calls with key stakeholders and define briefing needs and trip deliverables.
  • Assess the urgency and importance of situations and take appropriate action.
  • Attend GH and on-site and off-site meetings to obtain key technical and programmatic information and report back to the AA / DAA and other Front Office Leadership as directed.
  • Provide programmatic and analytical contributions towards larger Global Health Bureau success by performing program support functions in a fast-paced global environment.
  • Provide oversight and analysis of technical documents and high-level requests intended for the Deputy Assistant Administrator.
  • Facilitate the work of the AA / DAAs and Technical Teams who attend Leadership Councils or related structures that promote cross-Agency integration.
  • Establish appointment priorities and facilitate rescheduling, if needed.
  • Coordinate GH processes and facilitates the interagency coordination (scheduling, document completion, and other essential duties) of GH activities.

Create comprehensive information packets and briefing books as well as develop PowerPoint presentations.

  • Work at least 3 days per week in-person at Washington, DC office.
  • Conduct travel up to 10% of the time.
  • Perform other duties as assigned.

D. Qualification Requirements :

Minimum Qualifications :

  • Master’s degree with 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School graduate and 10 years of relevant experience.
  • Citizenship with the ability to obtain and maintain secret clearance.

  • Experience working with a lean yet highly skilled and talented professional team is required.
  • A demonstrated general interest in international development and global health, and in particular demonstrated interest to the health focus area(s) of the host Office, Division, and / or Branch, is required.
  • Knowledge of USAID rules, regulations and capacity building concepts is a significant asset.
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint) as well as Google platforms (e.g., Gmail, google docs, etc.).
  • Successful experience maintaining complex calendars and coordinating meetings / events.
  • Ability to work at least 3 days per week in-person at Washington, DC office.
  • Ability to travel up to 10% of the time.
