Under the general direction of the Vice President for Facilities Development and Operations, the Director of Design and Construction Services is responsible to administer and deliver new construction, renovation and major maintenance projects of various size and magnitude, coordinate and manage design & construction staff, and facilitate all phases of the planning, design and construction process.

This position directs and manages in-house and external skilled trade’s activities to service campus building and grounds capital projects and supervises skilled trade’s personnel and external contractors.

Essential Job Duties and Responsibilities :

Pre-Construction / Design

  • Meet with College personnel to determine user needs, program goals, etc.
  • Translate user needs and program goals for development of acceptable construction documents in accordance with current building codes, ADA regulations, WCC design standards, and WCC Master Plan.
  • Interview architects, engineers, consultants, and contractors and assist in the determination and selection of successful bidders and subsequent contract award.
  • Verify and document existing site conditions prior to beginning the design.
  • Estimate project costs to establish preliminary budgets for funding and project approval, including soft costs, hard costs, allowances, contingency, and escalation due to inflation or other economic factors.
  • Supervise the production of drawings and specifications for all renovation and construction projects and verifies accuracy.
  • Prepare requests for proposals, contracts, and purchase orders.
  • Ensure the approved design is within the approved budget.
  • Review all proposed projects and proposals with the Vice President for Facilities Development and Operations, for final approval.

Construction and Renovation Management

  • Facilitate and conduct regularly recurring Owner / Architect / Contractor (OAC) meetings throughout the duration of the project(s) as needed.
  • Work closely and manage inter-departmental coordination with other college partners, e.g. Senior Management, Academic, Information Technology, Finance and Procurement, etc.
  • Supervise the projects, contracts, change orders, etc. during construction.
  • Manage transition from planning and design to construction and occupation phases of projects, ensuring that relevant college departments are also prepared for efficient project phase transitions.
  • Ensure that all construction is done in accordance with current building, electrical, and mechanical codes, ADA codes, all applicable local, state, and federal regulations and / or standards, WCC design standards, and WCC’s Master Plan.
  • Prepare detailed milestone and duration schedules pertaining to design and construction and ensures that the projects are designed and constructed in accordance with approved schedules.
  • Negotiate change order requests.
  • Make daily site visits to ensure construction is on schedule and per the approved design. Keeps developing and maintaining WCC design standards and insures they are followed.
  • Develop and manage special projects pertaining to college facilities, including but not limited to LEED certified projects.
  • Maintain project budgets; Development of quality costs estimates and maintaining timely, ongoing, and accurate documentation are critical to this position.

On-time, on-budget, on-scope are necessary for project budgets.

  • Maintain high-level master schedule with all project schedules rolled into single master schedule to coordinate inter-dependencies and to inform campus leadership.
  • Prepare detailed cash flow projections for individual projects and / or collective cash flow projections for a series of combined projects.

Office Administration

Review standard departmental workflow policies and procedures in the spirit of continuous improvement; streamline processes where / when it makes sense to do so;

implement construction document standardization, e.g. Bid documents, Request for Proposals, insurance requirements, contract administration etc.

Keep the Vice President for Facilities Development and Operations apprised of project schedules, cost details (actual vs.

budget), key milestones, project risks, jobsite accidents or injuries, and / or any other pertinent information critical to the success of the project and departmental operations.

  • Facilitate recurring departmental report for the VP for Facilities Development & Operations; ensure project updates are informative, accurate, and are regularly updated in a timely manner.
  • Consistently follow all safety and best-practices appropriate to the building and construction trades and in compliance with all rules and regulations established by, the City of Ann Arbor, Washtenaw County, the State of Michigan, and all applicable federal agencies, e.

g. Occupational Safety and Health Administration (OSHA), etc.

Plan, organize, schedule, lead and supervise the activities and operations of assigned construction projects; coordinate and develop construction, modernization, alteration, relocation and other capital projects;

prepare construction specifications and cost estimates as needed.

  • Participate and manage the design and engineering process with external consultants, review their work for accuracy and completeness, and assist in preparing construction documents and specification packages for bid.
  • Responsible for the execution of all major capital, maintenance and construction projects including consulting with internal College administrators, directors and department heads, as well as external contractors;
  • acting as liaison between campus staff and construction managers, architects, engineers, designers and other design consultants;

and reporting of updates and progress to College administration as requested.

  • Lead the coordination with Construction and Facilities Operations staff throughout planning, design, construction and commissioning phases of all projects.
  • Responsible to ensure that all construction documents and completed construction is in compliance with regulatory agencies and College objectives.
  • Review bid proposals and recommend contractors and vendors for award.
  • Manage project closeout process and procedures.
  • Plan and direct the work of subordinate personnel engaged in implementing facilities capital and construction projects;

supervise departmental personnel including assigning and distributing duties, training, monitoring performance, and scheduling.

  • Provide technical expertise, information and assistance regarding maintenance and facility activities; advise in the formulation and development of construction work policies, procedures and programs to assure an economical, safe and efficient work environment.
  • Serve as liaison between college and construction personnel; confer with state and local building officials to assure compliance with all relevant codes and regulations.
  • Prepare various construction reports for engineering services such as project status reports, project schedules, cost estimates, and potential cost overruns.
  • Uphold and enforce MiOSHA Safety Standards. Assume responsibility for performance of job duties in the safest possible manner, to assure personal safety and that of coworkers, and to report all preventable hazards and unsafe practices immediately to management.
  • Manage and organize all project paperwork and record documentation.
  • Ensure all appropriate inspections, tests, balancing, etc. are completed.
  • Develop and maintain a direct, personal, positive and collaborative working relationship with other departments and divisions, faculty and staff of the College, and outside consultants, contractors and vendors.
  • Develop a direct, personal, positive relationship with all project stakeholders and minimize disruption of their ongoing activities during construction operations.

Related Duties :

  • Provide direction and technical knowledge on the implementation of federal regulations including ADA construction and building accommodation requirements and Michigan and Federal OSHA industrial safety orders.
  • Perform other duties as assigned.

Hours / Schedule :

Schedule varies greatly various work shifts, starting as early as 7 : 00am and as late as 5 : 00 pm including Saturdays, holidays, and other work hours and evenings as needed.

Work Environment & Physical Demands :

  • Work involves moderate exposure to weather conditions and unusual elements, such as dirt, dust, fumes, smoke, unpleasant odors and / or loud noises.
  • Ability to travel from building to building and floor to floor in multiple level buildings, climb ladders, work in confined spaces and on uneven footing.
  • Ability to work from ladders and scissors articulating lifts.
  • Work environment involves some exposure to hazards or physical risks, which requires following basic safety precautions.

Minimum Qualifications :

  • Bachelor’s degree in architecture, engineering, construction management, or a related field is required.
  • A minimum of five (5) years of progressively responsible administrative experience, managing construction related projects and contracts, is required.
  • Working knowledge of construction contracts and delivery systems, building codes, fire and safety codes, legal / compliance responsibilities, maintenance and operation practices and procedures, and employee supervision.
  • Excellent written and verbal communications skills.
  • Evidence of success establishing and maintaining positive working relationships.
  • Proven ability to manage multiple projects each at various stages of the design and construction process simultaneously, meet multiple deadlines and work under pressure.
  • Experience estimating commercial construction cost, schedule, means and methods.
  • Knowledge of computer software including but not limited to Microsoft Office products, including Microsoft Project, and AutoCAD.

Preferred Qualifications :

  • Master’s degree in construction management, engineering, or architecture or the combination of a Bachelor’s degree in either of the above disciplines and 10 years related experience.
  • Architect License is highly preferred.
  • Professional Engineer License is preferred.
