Responsibilities

  • Provide technical oversight and leadership in support of existing systems as well as the development of new solutions.
  • Collaborate with team members on requirements analysis, design, configuration, change and risk management, documentation, planning, accessibility remediation and compliance, and security and quality assurance.
  • Provide support and leadership to develop solutions to transform government agencies’ service delivery through automation of routine and repeatable tasks and processes.
  • Provide coaching and mentorship to ensure that the development team has all the resources it needs to complete project assignments, as well as to quickly address any challenges and issues that might arise and prevent and solve any conflict or issue that may arise.
  • Provide support in developing and defining the technical and functional architecture of the overall supported systems and environment.
  • Work with project managers / business analysts in development of project plans, functional specifications, resource plans, and project schedule estimates.
  • Oversee the execution and tracking of project efforts with regular updates to senior management and key stakeholders.
  • Prepare documentation and support the development and delivery of end-user training and technical support as necessary.
  • Establish productive working relationships and maintain effective communications with teammates and end-users.
  • Ensure compliance for all supported software / applications with Federally mandated security controls. This includes capturing security controls during requirements gathering, developing secure code, error handling, conducting vulnerability scans, managing and mitigating potential risks / vulnerabilities, and supporting Assessment and Authorization (A&A) efforts and documentation.

Qualifications

  • Bachelor's degree in a relevant field, or an equivalent combination of education and experience, and a minimum of 8 years of relevant experience including at least 2 years leading development teams.
  • Experience with software architecture, business analysis, technical solutions, and deploying software and custom modules in an enterprise environment.
  • Demonstrated experience applying quality engineering principles throughout the Agile product lifecycle.
  • Excellent interpersonal skills, including teamwork, organizational skills, and being able to perform multiple tasks simultaneously.
  • Proficiency in various programming languages, frameworks, and tools such as Python, Java, JavaScript; .NET, React; Docker, Kubernetes, SQL, Git, etc.
  • Strong analytical and problem-solving skills, a proactive approach to work, and a customer-focused solutions development approach.
  • Desire to acquire new technical skills as needed to perform job duties.

Desired :

  • Project Management Institute (PMI) or Agile / Scrum certification.
  • Cloud-based application development experience, preferably within Azure, AWS, and / or GCP.
  • Experience performing application development activities within a DevOps / DevSecOps framework, preferably with some degree of continuous integration / continuous delivery experience.
