Bachelor's degree in urban planning, engineering, transportation, environmental science, or a related field. Ten years of progressively responsible experience managing or performing environmental analysis and historic preservation studies, including research, writing, and preparation of required documentation is required.

Six years of management level experience is required. Thorough knowledge of federal, state, and local laws and regulations pertaining to environmental impact studies is required.

Experience with research and development of innovative transit technology, service, or funding programs is highly desired.

Must possess excellent written and oral communication skills and have ability to effectively present findings in a comprehensive and clear format and respond to questions from Management and Executive staff.

Experience in leading groups and projects, proven problem-solving skills, and computer literacy required. In lieu of a degree, experience as described may be substituted on a year-for-year basis.

SUMMARY

Directs staff in researching emerging technologies and innovative services to support MARTA programs and the continued improvement of MARTA’s transit service.

Develops innovative initiatives and recommends improvements to agency practices. Oversees environmental studies and compliance with federal and state laws, including the National Environmental Policy Act (NEPA).

Supervises planners reporting to the position. Serves as primary liaison to the Federal Transit Administration related to environmental planning matters, and coordinates community engagement activities with related MARTA staff.

Develops and presents written and oral reports to the MARTA Board of Directors and its committees, as well as external groups.

May be required to act as the Assistant General Manager (AGM) of Planning & Project Development in his / her absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.Oversees and coordinates environmental studies, the application of historic preservation rules, and other related environmental planning work.

Ensures compliance with federal and state laws, including the National Environmental Policy Act (NEPA).

2. Supervises the activities of Environmental Planners and consultants assisting with related work. 3. Serves as the primary liaison to the Federal Transit Administration on environmental planning matters and related submittals.

3. Manages the Department's research, investigation, and analysis of emerging technologies and other innovative services in support of MARTA programs and the continuous improvement of transit services.

4. Develops short and long-range innovation initiatives and recommends changes in practices and procedures aligned with MARTA's strategic priorities.

5. Develops written reports, presentations, and other exhibits. Presents to MARTA management, the MARTA Board of Directors and its committees, and external groups (such as City Councils and County Commissions, Community Improvement Districts, and others) on MARTA projects and programs.

6. Coordinates community events and engagement with the Director of Communications and Engagement, as well as key staff in External Affairs.

SUPERVISORY RESPONSIBILITIES

Directs the work of those personnel assigned to support environmental planning matters. Interviews, hires and evaluates performance of employees;

provides feedback, coaches, disciplines and discharges as appropriate.
