San Mateo County Health's Behavioral Health & Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of

IMAT Supervisor - Alcohol and Other Drug Services (Supervising Mental Health Clinician)

to promote individual and community wellness and recovery. Supervising Mental Health Clinicians are members of the BHRS Leadership Team;

work with collaborative partners on improving services and service delivery; oversee daily operations and support a multidisciplinary team providing recovery-based behavioral health services and services provided directly or under contract that include : medications assessment and management, assessment, clinical case management, recovery services, crisis intervention, wellness recovery action planning and other supportive services to adults with substance use disorders.

The current position is in the Behavioral Health and Recovery Services Division, in the Alcohol and Other Drug (AOD) Unit's Integrated Medication Assisted Treatment (IMAT) Team, located in Belmont, CA, and will travel / drive throughout the County to meet with providers, staff, clients or non-profit organizations, and to attend various meetings.

Additionally, night and weekend on-call work is required for supervision and to provide support for your case management team.

The on-call assignment is typically phone support for staff working seven days a week approximately 7 a.m. - 10 p.m.

The IMAT Supervisor will supervise and coordinate the work of substance use professionals, paraprofessionals, technical, and support staff in the delivery of behavioral health services and will provide supervision of specialized complex casework, including assessment, engagement, and counseling provided to individuals in a variety of settings.

This Supervisor will participate in program planning, administration, evaluation, and reporting and compliance with contract and regulatory requirement for one or more behavioral health and recovery programs.

The IMAT Supervisor will work in AOD's Integrated Medication Assisted Treatment (IMAT) team, an innovative program partially funded by Opioid Settlement Funds.

The IMAT program engages and serves county residents with severe and persistent substance use disorders with other complex needs such as frequent emergency department visits, mental health, physical health, homelessness, trauma and / or justice system involvement.

This IMAT Supervisor will lead a team of IMAT Case Management Assessment Specialists based in the San Mateo Medical Center Emergency Department, SMC jails, Redwood City Navigation Center and in the field.

The IMAT team serves as a liaison between clients, health care providers, substance use and mental health providers, and other community-based services by providing engagement and case management support to ensure clients have access to appropriate care.

This position also requires close coordination with Correctional Health Services staff, Contracted Substance Use Providers, Psychiatrists, a BHRS Program Analyst, a Benefits Analyst, other treating clinicians and with contracted partner agencies to ensure quality services are provided and care is coordinated.

This IMAT Supervisor will coordinate with the Drug Medi-Cal Organized Delivery System (DMC-ODS) Residential Treatment (RTX) team, but will not directly supervise the RTX staff.

Ideal candidate

will possess : Demonstrated expertise and skill in clinical work with adults with substance use disorders, with serious mental illnesses, complex physical health needs, homelessness, and criminal justice involvement and others from diverse cultures and backgrounds from a trauma-informed perspective.

Experience and skill in the use of evidence-based substance use disorder (SUD) clinical practices and modalities, e.g. Motivational Interviewing, Trauma-Informed treatment, Cognitive Behavior Therapy, Relapse Prevention, Psycho Education, Harm Reduction, Medication in Addiction Treatments, and Recovery Support Services and use of the American Society of Addiction Medicine (ASAM).

  • Collaborative skills and the ability to establish and maintain productive working relationships with complex systems, clients, families, professionals and the public;
  • including collaborative community engagement to plan and implement needed services.A keen understanding of alcohol and other drug patient privacy and confidentiality laws, ethics, and documentation requirements;

knowledge of Federal Substance Abuse Prevention Treatment (SAPT) regulations, CalAIM and of Drug Medi-Cal and Mental Health Medi-Cal Managed Care requirements.

Knowledge of program management techniques.Experience and skill at developing, supervising, leading and motivating productive work teams, especially during a systemic or programmatic change process.

Ability to make sound decisions and manage crises based on the use of good judgment and the consideration of all available information.Additionally, the

Evaluate degree of mental disability or emotional distress of patients / clients.

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is :

Education :

A Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling.Experience :

Two years of professional post-graduate experience in a mental health setting.

Licensure / Certification :

Possession of a California license in at least one of the following : Clinical Psychology; Clinical Social Worker; or Marriage and Family Therapist.
