Gateways Hospital and Mental Health Center, located in Los Angeles, is a non-profit organization that provides an array of comprehensive mental health services for Children, Adolescents, Transitional Aged Youth, and Adults suffering from mental illness in the Greater Los Angeles area.
SUMMARY OF POSITION
The Financial Analyst is responsible for analyzing grants & contracts, coordinating and executing the budget process (capital and operating), financial analysis, government cost reports, and decision support functions for Gateways.
This position will develop reports / information products and provide analysis that supports organizational decision-making through high-level analysis, reporting, research, and effective use of data generated from various sources.
He or she will work as part of a team on projects that relate to financial planning and analysis, risk assessment, revenue forecasting, and operational excellence.
The Financial Analyst will also be involved in utilizing data, forecasting, and developing program structures and processes to assure efficient operations and sound outcomes.
This position will be called on to work collaboratively with other Managers as well as with Executive-level staff.
ESSENTIAL DUTIES
- Serve as a resource to Senior Management, Operations Directors, Business Office, and staff on revenue cycle performance.
- Manage all fiscal activities related to revenue cycle performance to meet short-term strategic goals.
- Enhance and standardize work-flow processes throughout the revenue cycle to assist in achieving consistency in maintaining the critical success factors outlined in the agency's standard operating procedures.
- Work closely with Director of Business Office / Patient Accounting to ensure accurate patient billing, scheduling and efficient account collection.
- Conduct weekly medical, live support, productivity and other related reconciliations to ensure accurate revenue recognition;
perform monthly contract utilization and total cost of care (TCOC) analysis.
- Set up Accounts Receivable billing schedules, guide Accounts Receivable team on the manual billings and payment reconciliations to ensure the accuracy of the AR aging.
- Assist Director of Revenue and Financial Management with financial data analysis; ensure that expenditures are consistently aligned with grant and program budgets throughout the grant & contracts / fund period.
- Assist CFO in the annual budgeting and planning process; assist Controller in the audits.
- Perform other duties as requested by the CFO and / or Director of Revenue and Financial Management.
Qualifications
EDUCATION & CERTIFICATES
- Bachelor's degree in Accounting, Finance, Economics, Statistics, Information Systems, Data Science, Computer Science, or related field required.
- An equivalent combination of education, training, and experience in a data-centric role may be considered.
- Master's degree preferred.
EXPERIENCE / QUALIFICATIONS
- Minimum two (2) years of progressively responsible financial experience, including Financial Statement prep, benchmarking, reimbursement, cost accounting, and budgeting / forecasting.
- Proven experience in healthcare (EHR) data management and data analytics.
- Strong problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
- Must have skills necessary to engage and work with others from diverse backgrounds.
- Ability to structure the work, manage the process, drive the right set of analyses, and communicate the answer through a compelling storyline.
- High level of integrity and dependability with a strong sense of urgency and results-orientation.
- Strong interpersonal skills and ability to communicate effectively in English, both verbally and in writing.
- Excellent organizational skills.
- Knowledge of Medicare reimbursement principles is a plus.
- Experience in government contract compliance, especially Los Angeles County Department of Mental Health and California's Office of Statewide Health Planning and Development (OSHPD).
- Advanced computer skills including proficiency in MS Office and accounting systems. Microsoft Dynamics, Blackbaud Financial Edge, and financial reporting software skills are highly desirable.
REQUIREMENTS
- Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Community Care Licensing (CCL) background clearance.
- Valid California Driver's license.
- TB clearance.
- Driving record acceptable for coverage by Gateways insurance carrier.
- Fire and Safety Training.
- Crisis Prevention Institute Training (CPI).
