POSITION PURPOSE :

The Project Site Safety and Health Officer (SSHO) is responsible for project and site safety by implementing and enforcing the applicable (USACE / USCG / DOD / NAVFAC) safety standards, established and approved project Accident Prevention / Site Safety and Health Plans and North Wind Safety Program policies.

The SSHO will perform the following :

• Exercise authority to stop work for conditions adverse to quality or safety;
• Ensure safe conditions exist at the job site;
• Serve as a competent safety person;
• Ensure equipment and other project resources are in working order and comply with the APP and associated activity hazard analyses (AHA).

ESSENTIAL DUTIES AND RESPONSIBILITIES :

• Conduct daily safety and health inspections and maintain a written log which includes area / operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
• Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
• Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request.

Post and maintain the Form 300A on the site Safety Bulletin Board.

• Maintain applicable safety reference material on the job site.
• Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
• In the Pre-construction conference discuss the details of the submitted APP to include incorporated plans, programs, procedures, and a listing of anticipated AHAs that will be developed and implemented during the performance of the contract.
• Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
• Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
• Ensure subcontractor compliance with safety and health requirements.
• Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
• Maintain a weekly list of applicable items for projects : high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
• Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
• Conduct safety meetings to review past activities, plan for new or changed operations, review pertinent aspects of appropriate AHA, establish safe working procedures for anticipated hazards, and provide pertinent Safety and Occupational Health (SOH) training and motivation.
• In conjunction with the North Wind Project Management and the Regional Safety Manager, investigate near misses, accidents / incidents, identify root causes, identify lessons learned, and report on the causes and solutions to ensure countermeasures are implemented in a timely manner.
• Participate and facilitate safety lessons learned.
• Enforce all regulatory, base and company specific safety rules.
• Required to be onsite during construction activities or Hawaii Office when project is not activated.

MINIMUM QUALIFICATIONS :

Education and Experience :

• Must possess a high school diploma or equivalent.
• Associate or bachelor’s degree in occupational safety and health, Construction Management, or a related field preferred.
• 5 years of construction industry safety experience on NAVFAC, DOD, or Army Corps of Engineering projects.
• Drafting and reviewing safety plans such as Accident Prevention Plans, Fall Protection Plan, AHA, Confined Spaces, Waste Management Plans, Indoor Air Quality Control Plan.
• Knowledge of the USACE EM 385-1-1 Health and Safety Requirements.

Certifications :

• 30-hour OSHA construction safety class or equivalent within the last 5 years.
• SSHO shall have Construction Health & Safety Technician (CHST) certification.
• 40 Hr. Contract Safety Awareness certification within 60 days of contract award.
• An average of at least 24 hours of formal safety training each year for the past 5 years with training for competent person status for at least the following 4 areas of competency : Excavation, Scaffolding, Fall protection, Hazardous energy, Confined space, Health hazard recognition, evaluation and control of chemical, physical and biological agents, Personal protective equipment and clothing to include selection, use and maintenance.

Skills and Abilities :

• Working knowledge of Federal and HIOSH safety and health regulations, USACE EM385-1-1, USCG safety requirements and standards, as well as applicable consensus standards (NFPA, NFPA70e, NEC) as they apply to the project.
• First Aid, CPR, AED training through American Red Cross or American Heart Association.
• Ability to work effectively with a wide variety of construction personnel, professionals, corporate management and staff, and outside business associates.
• Good organizational, follow-up and detail-oriented skills; must be able to manage multiple project tasks and deadlines.
• Must possess a working knowledge of Adobe Pro, Microsoft Excel, Outlook, and Word.
• Must be able to work independently with minimal direction.
• Must have a good understanding of applicable construction laws for local, state, and federal regulatory requirements.
• Ability to make decisions, solve problems and exercise good judgment; ability to work under pressure and prioritize workload.
• Must be able to think strategically and anticipate risk management and safety trends and issues.
• Good oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills.
• Ability to quickly become familiar with new industry and regulatory information and apply such information to risk management and safety programs.

Special Requirements :

• Valid Driver’s License.
• Must be able to pass a background check and be allowed access to federal installations.
• USACE / USCG / DOD / NAVFAC 5 years of project related experience on projects similar in size and scope.

PREFERRED QUALIFICATIONS :

• ASP or CSP certification preferred.
• HAZWOPER Hazardous Waste Operations and Emergency Response certification preferred.
• Local Hire preferred. No relocation assistance provided.

PHYSICAL DEMANDS :

• Ability to sit and / or stand for extended periods of time.
• Ability to walk, reach with hands and arms, talk, and hear.
• Ability to perform repetitive movements of the fingers, hands, wrists and arms.
• Ability to frequently lift and / or move up to 20 pounds and occasionally lift and / or move up to 50 pounds.

WORKING ENVIRONMENT :

The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions.

Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils and road traffic.
