Main Purpose of Job

The Deputy Director of Benefits as a senior staff member of the Asst. Secretary MDUI, provides administrative support, technical guidance, and supervision for federally-funded unemployment compensation programs in Maryland.

They are responsible for assisting with the concept, development, and implementation of the program(s) automation. In addition, the Deputy Director of Benefits position further entails assisting with the direct line supervisory responsibility for the Claim Center and Adjudication Center Directors, the Administrator of Special Programs, and the Special Projects Coordinator, including the Work Sharing Program and the Central Processing Unit.

POSITION DUTIES

  • Plan, organize, manage, and supervise program and personnel of the Claim Centers and Special Programs Units to fulfill the goals and mandates of the Maryland Department of Labor and Maryland Division of Unemployment Insurance.
  • Oversee the issues that arise with Maryland Benefits System, BEACON as it pertains to MDUI s benefits division.
  • Initiate BEACON programming implementation requests and fixes (PIR’s) for the Maryland Office of Unemployment Insurance programs.
  • Oversee and direct activities relating to all unemployment compensation claims under state unemployment programs, claims for Unemployed Federal Civilian Employees, Trade Adjustment Assistance, Disaster Unemployment Assistance, Work Sharing Unemployment Compensation, Unemployment Compensation for Ex-Military, and any Federal Emergency Unemployment Compensation or Extended Benefit programs.
  • Assist in developing and implementing rules, regulations, standards and controls for carrying out and completing the work of all units under the supervision of this position.
  • Assist in planning and implementing legislative changes to the Maryland Unemployment Insurance Law.
  • Evaluate the work of subordinate staff and provide Performance and Evaluation Program ratings.

MINIMUM QUALIFICATIONS

Experience : Seven years of professional human resources experience with increasing levels of responsibilities; including at least four years of leadership and supervisory experience.

Note :

  • Bachelor's degree in Business or closely related area years of experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  • Must have five (5) years of supervisory experience.
  • Working knowledge of MD benefit system BEACON.
