Summary

Organizational Location : This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Investigative Operations Directorate, Washington, D.

Duties

m. ET or on the day we receive 200 applicants (whichever comes first). This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.

00 (GS-14, Step 10). There are 7 vacancies in the 5 program areas below :

  • Special Investigations Unit : Planning, coordinating, and completing highly complex criminal, and administrative investigations involving CBP employees or external entities.
  • Critical Incident Program : Program manager reviews incidents resulting in death, serious injury, or resulting in impact of CBP operations.
  • Use of Force Investigations : Program manager provides oversight of all use of force incidents involving CBP personnel, monitors the progress of use of force investigations, and ensures all responses and investigations involving a use of force are conducted pursuant to policies, procedures, laws, and regulations.
  • Operations Management : Program manager provides guidance to field offices regarding a wide range of investigative reports and critical incidents and briefs various sensitive subjects to a range of CBP and OPR leadership.
  • Standards and Compliance Policy : Program manager assists in the continuous review, assessment, and development of CBP policies and serves in a policy analysis and advisory capacity.

In this role, you will be responsible for taking a senior investigator role in a proactive and / or reactive manner for investigations under the jurisdiction of CBP / OPR, to include, but not limited to the following :

  • Employing all CBP authorities and capabilities to support investigations of crime, counterterrorism, and counterintelligence activities in a proactive and / or reactive manner.
  • Conducting proactive and / or reactive criminal investigations involving CBP employees and related entities suspected of crimes affecting the administration of Customs and Immigration laws including, but not limited to, fraud, perjury, giving false, fictitious or fraudulent information, or other violations.
  • Gathering and analyzing vital information, facts, evidence, and intelligence from a variety of sources including open sources, law enforcement databases and interviews, and interrogations of suspects and witnesses.
  • Preparing detailed reports of investigation and briefings, presenting the results of ongoing investigations to OPR senior management, and the Office of the U.S. Attorney's Office.
  • Serving as a senior case agent for inter-agency investigations, and leading teams of other Special Agents and law enforcement officers in investigations and operations by directing investigative activities, assigning tasks, and leading the investigation through completion.

Requirements

You must be a U.S. Citizen to apply for this position. Males born after 12 / 31 / 1959 must be registered with Selective Service.

Motor Vehicle Operation : You must possess the ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required.

Qualifications

Experience : You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as :

  • Conducting proactive and / or reactive investigations to include but not limited to employees or organizations that pose a significant threat to national security through corruption or fraud.
  • Conducting investigations involving jurisdictional overlap with other law enforcement agencies where you have been the lead case agent and directed operations, assigned tasks, and monitored task completion.
  • Mentoring and assisting in the professional development of less experienced or newly hired agents requiring developmental or technical assistance.
  • Reviewing policy and regulations; determining effectiveness of investigative techniques and furnishing advice / guidance regarding operational problems;

developing new or editing current policies after thorough analysis and a variety of factors.

Preparing investigative reports and providing presentations on use of force incidents or other significant critical incidents such as death investigations, sexual assaults, or investigations involving the Prison Rape Elimination Act.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.

g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 09 / 11 / 2024.

Additional Information

Security Clearance : You may be required to obtain a Top-Secret clearance for this position. Age Requirement : Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS).

In accordance with DHS Management Directive 251-03, the "day before an individual's 37th birthday" is the maximum age for original appointment to a position as a primary law enforcement officer within DHS.

Veterans Preference Eligibility : To ensure compliance with statutes pertaining to the appointment of preference eligible veterans as determined by the Merit Systems Protection Board in its recent decision of Isabella v.

Dept. of State, the maximum age for original appointment articulated above shall not apply to the hiring of individuals entitled to veterans preference eligibility under 5 U.

Law Enforcement Availability Pay (LEAP) : As a law enforcement officer you will be required to work on an unscheduled basis in excess of the 40-hour work week.

These positions require substantial overtime to include holidays, weekends and nights. You must be readily accessible to perform this unscheduled work.
