Responsibilities
Noblis is seeking a highly organized and collaborative professional that has a passion for leading complex new business Captures for the most strategic opportunities in the company.
This role will report directly to the VP of BD & Capture. The candidate will be comfortable working across the Noblis enterprise, participating in in-person and virtual engagements with internal and external stakeholder groups to drive up PWIN and achieve the highest level of proposal readiness.
This individual proactively engages with subject matter experts and senior program leads to understand client needs / requirements to develop and execute win strategies.
The candidate must have a demonstrated history of leading successful Capture activities and managing captures teams with diverse expertise.
The candidate will follow Noblis' Capture process and use all defined tools and templates. The Enterprise Capture Manager will lead the development of all required artifacts and the execution of all gate reviews in the Capture phase of the BD Lifecycle for their assigned opportunities.
This role will secondarily serve as the company's Strategic Small Business (SB) Teaming Lead. In this capacity, this role will maintain a SB business teaming database to help ensure that the company is achieving its strategic growth goals in new markets through strategic teaming and take feedback from program teams to ensure quality of execution post award.
Job Responsibilities
- Maintain a robust network of industry and government contacts and relationships to retain a current understanding of market, industry, and government intelligence.
- Develop strong internal working relationships with :
- Account and Program Managers to fully understand the diverse capability sets Noblis delivers to our clients.
- SME communities and researchers to gain insight into the company's development of innovations and technologies for future client needs.
- Shared Services leaders to seamlessly integrate into business policies, procedures, and growth-oriented collaborations.
- Work with VP BD&C, Business Development Executives and Directors (BDE / BDD), and Division Directors to establish long lead Capture plans and milestones through management of capture activities across the Noblis enterprise.
- Collaborate with MAVP's on the strategic baseline for the opportunity and the alignment to Vision 2030.
- Develop the win strategy, capture plan, and the initial / high level solution for strategic President's List opportunities.
- In partnership with Account and Program Managers, drive the coordination, development, and execution of client engagement and the required capture artifacts to increase PWIN and proposal readiness at the time of the final RFP.
- Maintain Salesforce Opportunity record and Capture Workbook from Pursuit through Pre-Proposal stages.
- Deliver the Capture Workbook, Blue Team, Black Hat, Content Plans, and Executive Summary at the time of final RFP.
Required Qualifications
Must have a bachelor's degree with 12 years of related experience; OR Master's Degree with 10 years of experience; OR a PhD with 8 years of experience;
OR Associate Degree with 15 years of experience; OR High School diploma with 18 years of experience.
- Working knowledge of the BD lifecycle and Capture (preferably Shipley trained).
- Excellent written and oral communication skills.
- Ability to research and analyze trending market, industry, government, and competitive data and formulate action plans.
- Ability to gain access to and engage with government stakeholders to promote the company and inform strategy.
- Ability to interview technical staff and translate that information into proposal language.
- Understanding of processes and methods related to contracts, subcontracts, pricing, and OCI.
- Familiarity with Salesforce and industry related business intelligence tools.
- High energy, sense of urgency, decisiveness, and ability to work well independently as well as collaborate with others.
- Ability to obtain and maintain a Top-Secret security clearance.
Desired Qualifications
Active Top Secret Security Clearance is highly desired.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.
The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours.
The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
