ASSOCIATE ENGINEER

DEFINITION :
Under general supervision, oversees, supervises and administers activities of Engineering Division to include the City’s civil engineering design, inspection and construction administration of projects related to Capital Improvement and Public Works Construction to ensure compliance with safety regulations, construction specifications and plans as well as City, State and Federal regulation codes, right-of-way encroachment permitting, development plan review and approval processes;
performs related assigned duties as required.
DISTINGUISHING CHARACTERISTICS :
The Associate Engineer is the journey level supervisory position within the engineering series which is independently responsible for overseeing projects from conception through complete design and / or permitting.
Assists in the management of the daily operations of the Engineering Division and supervision of the Inspection personnel and process.
Responsibilities include all aspects of civil engineering which require the application of professional engineering principles.
SUPERVISION RECEIVED / EXERCISED :
General supervision is received from the Director of Public Works / City Engineer, Deputy City Engineer, or designee. Supervision is exercised over public work inspections, professional engineering and technical staff within the Engineering Division.
Performs professional engineering work in the design, construction and delivery of City capital improvement projects, including sewer, drainage, street, water facilities and other public buildings;
and prepares and / or participates in the preparation and review of preliminary and final engineering plans, cost estimates, cost analysis studies, specifications, and schedules.
- Oversees plans and specifications preparations for the construction of public works infrastructure projects; performs field investigations to confirm existing site conditions, research project design requirements (including conditions of development and environmental documents) and prepares estimates of time and material costs related to construction.
- Conducts professional engineering studies relating to present activities and future projects; prepares reports and makes recommendations relating to the conduct of engineering activities or to the acceptance of contracts and bids received for proposed projects.
- Works collaboratively with the City team to develop solutions for difficult construction situations, and ensure contractors and developers understand the requirements in the plans and specifications.
- Plans, organizes, and controls specified activities involved with the inspection of permitted or City contracted construction projects;
makes decisions on public works construction including subdivision development, water and sewer line improvement, storm drains, streets and City right-of-way responsibilities.
- Oversees and prepares all Engineering conditions and issuance of all permits and fees for private developments within the City and others associated with the Engineering process.
- Performs plan check reviews, and processing of plans for private developments affecting public works facilities, subdivision maps, legal property descriptions, and documents to ensure compliance with City and State requirements.
- Inspects and reviews plans and specifications awarded to contractors; interprets project plans and permit requirements and determines corrections and modifications appropriately.
- Performs daily scheduling of inspection for staff to enhance services to developers, cover inspection requests, ensure appropriate billing for overtime requests, and confirms availability of overtime requests.
- Maintains regular contact with consulting engineers, construction project engineers, professional and technical groups and the general public regarding division activities and services;
represents the City at public meetings pertaining to projects.
May direct and coordinate consultants in the preparation of engineering plans, specifications, surveys, material testing, inspections and work performed;
recommends and enforces provisions of contractual agreements; tracks project budgets and schedules.
Responds to public complaints and requests regarding right-of-way and easement construction and usage; composes, prepares and analyzes written legal descriptions for right-of-way issue, statistical reports and analyses, staff reports and presentations materials;
makes verbal and written presentations to City Staff, Management and Council; and responds to city staff, public, developers, consultants and other interested parties on questions and concerns.
- Participates in professional group meetings and stays abreast of new trends and innovations in the field of engineering, project management and development services.
- Participates in the selection, training, supervision and evaluation of assigned staff and plans, organizes and directs their work;
implements work plans; establishes work performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development.
- Must be able to work a flexible schedule to accommodate City needs and be available on call for Engineering related problems.
- Perform other related and peripheral duties as required and necessary for the successful performance of this job.
Education and / or Experience :
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Associate Engineer.
A typical way of obtaining the required qualifications is to possess the equivalent to a Bachelor’s Degree from an accredited college or university in Civil Engineering or a related field;
two (2) years responsible experience in the field of civil engineering or a closely related field and a High School diploma or GED.
License / Certificate :
- Possession of, or the ability to obtain, a valid class C California Driver License.
- Possession of, or the ability to obtain within one (1) year of employment a Professional Civil Engineer License (PE) as issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
Knowledge of :
- Principles, practices and techniques of civil engineering and engineering project management; budget preparation and cost estimation;
- principles and practices of engineering design as related to public projects; methods, materials, and techniques used in the construction of public works and subdivision projects;
- current literature and sources of information regarding engineering; applicable Federal, State and local law, codes and regulations governing the administration of planning, design and construction of municipal streets, water systems, capital projects and other public works projects;
- Subdivision Map Act, California Environmental Quality Act, and Professional Engineers and Land Surveyors Act; Government Code, Public Utilities Code, Streets and Highways Code;
- research methods and sources of information related to urban growth and development laws, codes, regulations and principles of community development;
- principles and practices of special assessment districts and public administration, including budgeting, purchasing and the maintenance of public records;
administrative research methodology, general principles of statistical analysis, report writing methods and techniques; and effective public relations techniques.
Skill to :
Operate an office computer and a variety of word processing, spreadsheet, database, presentation, and other related software applications;
familiarity with engineering related software such as AutoCAD, Pavement Management, Pipe Network Modeling, and similar programs.
Ability to :
- Make engineering computations and to check, design, and supervise the preparation of engineering plans, studies and projects;
- analyze data in either statistical or narrative form and perform statistical and cost benefit analyses; interpret codes, resolutions, ordinances, and related standards to engineering;
- develop effective working relationships with City personnel, contractors, outside agencies, and the public; analyze problems, identify alternatives and solutions, project consequences of proposed actions and implement recommendations in support of goals and work plans;
and communicate clearly and concisely, both verbally and in writing.
Working Conditions :
Position requires prolonged or intermittent sitting, standing, walking on level, uneven, or slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, crawling, lifting, stepping up and jumping over physical barriers, running or walking from one location to another in the performance of daily duties.
The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and using a computer keyboard in the performance of daily duties.
Additionally, the position requires near and far vision when reading correspondence and using a computer and acute hearing is required when providing phone service and communicating in person.
The need to lift, carry, push, and pull files, reports and other materials weighing up to 40 pounds is required. The employee may occasionally be required to travel to different sites and locations;
when working outdoors the incumbent may encounter extreme weather conditions, including wet, hot, cold, wind, snow, ice, and heavy vehicle traffic.
The noise level in the work environment is usually quiet to moderate when indoors and moderate to loud when outdoors.
