Job Description

Appointment Type : Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Grant Coordinator reports directly to the Contracts and Grants Team Manager within the Finance and Administration Division at OEWD.

The Grant Coordinator will be a key member of the team that manages the contract processes necessary to support the programs of the Office of Economic and Workforce Development.

This position will primarily focus on the financial, administrative and compliance aspects of grants management related to the Economic and Workforce Development Divisions for the Department.

The Grant Coordinator provides contracts and grant administration, and related duties as required.

  • The essential functions include : contract and grant development and execution, contract and fiscal monitoring and system integration, ensuring compliance with federal, state and local contracting and grant making requirements;
  • procurement and monitoring of an assigned portfolio of contracts and grants; reviewing and making recommendations regarding program budgets and funding proposals;
  • processing invoices and ensuring allowable costs and sufficient supporting documentation; collecting data and preparing a variety of reports, memoranda, and correspondence;

working with confidential information; and providing culturally humble fiscal management guidance and technical assistance to current and prospective grantees and contractors.

Essential Duties :

The following include some of the responsibilities of this position :

  • Developing and executing grant and contract agreements that are consistent with federal, state, and local funding requirements.
  • Facilitating the payment of invoices and related documents for the agency contractors / grantees, vendors and other City Departments.
  • Monitoring of contract and grant invoicing, accounting, and reporting.
  • Creating and executing contract and grant recordkeeping and inquiries according to federal, state, and local requirements.
  • Creating, preparing, and analyzing data reporting related to effective management of grant / contract portfolio.
  • Providing technical assistance to Suppliers on funding requirements and compliance specifically focused on fiscal operations and budgeting that is consistent with federal, state, and local requirements.
  • Providing technical assistance to Suppliers on the Department’s online portals for procurement and invoice submission.
  • Providing support to Program Managers, Managers, Directors, Suppliers, and stakeholders related to procurement actions (RFP, RFI, RFQ) including development of documents, facilitation of the process through successful completion, and creating / maintaining / archiving documentation related to each procurement action.
  • Facilitating continuous and effective communication between line staff, Program Managers, Managers, Directors, Suppliers, and stakeholders related to contract activities.
  • Providing recommendations to improve Departmental Financial and Administrative policies, procedures, and systems.
  • Performs related duties and responsibilities as required.

Qualifications

Desirable Qualifications

  • Understanding of structural and institutional barriers that impact organizations serving vulnerable populations, including but not limited to low-income populations, individuals with limited English proficiency, and historically disinvested communities.
  • Excellent interpersonal, written, and verbal communication skills.
  • Experience in fiscal administration of Federal Grants, specifically from the Department of Labor and the Department of Housing and Urban Development.
  • Professional work experience administering contracts and / or grants in a local government or public agency.
  • Intermediate Level Excel including pivot tables, vlookup, conditional formatting, charts and tables.
  • Understanding of Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Auditing Standards

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and / or license(s) which are required for employment in the classification.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work.

Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution :

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).

Thirty (30) semester units or forty-five (45) quarter units equal one year.
