DSHS OOS HR Business Partner Project Lead

We are looking for an experienced HR Business Professional who is action-oriented, positive, and has the ability to handle change with ease.

DSHS employs more than 16,000 highly educated people who actively support people in our care and custody, serve people in their home communities, and provide pathways through behavioral health recovery.

The Human Resources Division is looking to fill this Human Resource Business Partner Project Lead vacancy. As a highly skilled and professional HR team, we value collaboration, inclusion, and promote opportunities for growth.

In this role, you will report to the Business Partner Office Chief within the Human Resources Division and are responsible for providing high-quality HR services through value-added and innovative initiatives that include serving as an HR professional with direct responsibility to independently consult with and provide expert-level advice to management on a wide variety of sensitive, complex and critical HR issues and leading projects designed to support the Business Partner Team, statewide.

Hybrid / Flex : There is the option to telecommute for this role with no specific need to come to the office. You will have a duty station assigned based on your location.

Some of what you’ll do :

  • Independently provide the full-scope of human resources services to customers, demonstrating independent judgment, critical thinking, and the ability to conduct crucial conversations in sensitive situations.
  • Interpret and apply expert knowledge of the applicable federal and state laws, and agency policies and guidelines.
  • Serve as an Interdisciplinary Team (IDT) lead and consult with applicable management or HRD representatives on complex employee or agency issues.
  • Develop strategies to solve long-term problems by addressing immediate challenges and underlying causes in support of the HRBP team.
  • Use data to analyze trends and develop proactive actions to further support the success of the Business Partner unit.
  • Serve as lead for specialized projects and apply advanced management and technical skills.
  • Partner with Executive Leadership, HR Business Partner Office Chief, and HR Business Partner Team to align HR strategy to the administration's mission and vision by analyzing trends and metrics to develop short and long-term strategic solutions, programs, and policies.

Desired Skills, Abilities, and Experience :

  • Develop a firm understanding and working knowledge of what each Administration does for DSHS.
  • Ability to critically analyze problems / data, and develop viable solutions.
  • Ability to prioritize and effectively manage multiple tasks.
  • Possess critical thinking skills.
  • Have a detailed working knowledge of HR and related WACs, RCWs, Federal Laws, DSHS / Program policies and procedures, and CBAs.
  • Ability to communicate complex concepts, both orally and in writing, in a manner that is understandable, persuasive, and appropriate for the audience.
  • Demonstrate crucial conversation skills.
  • Ability to produce well-written correspondence, narrative and statistical reports, and other presentations within a short timeframe.
  • Ability to direct and personally perform accurate compilation of complicated exhibits, legal discovery, interrogatories, and disclosure of public records, within established timeframes.
  • Use appropriate channels of communication and foster effective working relationships.
  • Ability to develop and have skills to effectively deliver human resource-related training.
  • Ability to positively interact with diverse groups of people.

What we’re looking for :

  • Professionals with a bachelor's degree with a focus on business, human resources, social or organizational behavioral sciences, or related fields AND three years of professional human resource or related experience.
  • Additional professional level human resource or related experience may substitute, year for year, for required education.
  • SHRM or PHR certification is a plus.
