Basic Function

Manages, coordinates, supports, and facilitates management and employee training and development program initiatives to enhance organizational development;

designs, develops, and implements a strategic and tactical approach for operational and organizational performance improvement.

Example Of Duties

  • Designs, develops, and facilitates training programs to meet specific learning objectives for management / staff development, organizational development, and career / workforce development programs
  • Evaluates effectiveness of current training programs and identifies training needs and opportunities for all employee / management levels
  • Supports the agency s strategic goals, objectives, and budget themes and delivers effective and efficient agency-wide change management initiatives
  • Advises management on business process improvements and practices, workflow analysis, cycle-time, and change management
  • Implements broad-based change and continuous improvement programs to determine cost saving measures and increase productivity
  • Facilitates multi-disciplinary work teams, focus groups, task forces, working committees, and peer review teams to problem solve and / or evaluate Metro functions and processes to improve productivity, performance, and service excellence
  • Assists senior management with the design and development of the agency-wide strategic planning process
  • Assists with program and project delivery to ensure agency-wide training and development programs are delivered on-time and within budgetary guidelines
  • Evaluates and monitors performance in accordance with the agency-wide strategic goals, objectives, and / or budget
  • Gathers data and prepares confidential and comprehensive executive summaries and other reports
  • Co-facilitates special task forces, work committees, employee / management panels, and focus groups, as required
  • Researches the latest developments in management / staff training methodologies and techniques to conceptualize and develop programs that prepare all employees to be more effective and efficient in managing their daily work activities
  • Develops and monitors forecasts, budgets, and financial plans for training programs and projects
  • Develops, applies, and evaluates technical planning analytical methods and procedures
  • Serves as subject matter expert in training and leadership development
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals;

and maintains accountability for the safety performance of all assigned employees

Requirements For Employment

A combination of education and / or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes :

Education

Bachelor s Degree in Education, Business Administration, Organizational Development, or a related field; Master s Degree in Education, Organizational Development, Business, or a related field preferred

Experience

Six years of relevant experience or three years of relevant supervisory-level experience in strategic planning, training and development, and organizational development;

some positions in this class may require specialized experience in area of assignment; experience in the public transportation industry preferred

Certifications / Licenses / Special Requirements

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.

  • Experience leading agency-wide efforts to improve training curriculum, instructional technology, and facilitator's training skills.
  • Experience developing curriculum such as scripts, facilitator guides, workbooks, PowerPoints, simulations, and program evaluation tools.
  • Certified in establishing Organizational and Development interventions.
  • Experience applying for and managing training grants with federal, state, and local grant funding agencies.

Selection Procedure

Years of Service Annual Accrual

Hire date - 5 years 20 days

Beginning of 6th - 10th year 25 days

Beginning of 11th - 15th year 30 days

Beginning of 16th + years 35 days

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
