This is a 1 year contract. The position is onsite in Wapato, WA about 2 hours from Seattle.
BACKGROUND / DESCRIPTION
The Wapato Irrigation Project (WIP) is responsible for promoting economic opportunities and
public safety through the sound management of the irrigation project on the Yakama Reservation
in Washington State. The Bureau of Indian Affairs assists and supports the Secretary of the
Interior in fulfilling the United States' trust responsibility to the Federally recognized American
Indian and Alaska Native tribes and villages and individual Indian trust beneficiaries, as well as
maintaining the Federal-Tribal government-to-government relationship. Bureau of Indian
Affairs' WIP seeks a Program Manager III to develop a Fleet Management System over the next
year that will support its oversight and trust responsibilities.
SCOPE OF WORK
The contractor will be responsible for the identification and deployment of a comprehensive
Fleet Management System (FMS) at WIP. The FMS will be designed to efficiently manage and
monitor a fleet of vehicles, providing functionalities for tracking, maintenance scheduling, route
optimization, and reporting. Off the shelf systems should be considered, but, if necessary,
development of a system may be required.
The primary objectives of developing the FMS include :
a. Implementing a centralized platform to monitor and manage the fleet operations.
b. Enhancing efficiency through tracking of vehicles and optimized route planning.
c. Improving vehicle maintenance scheduling and reducing downtime.
d. Providing insightful reporting capabilities for better decision-making.
The FMS shall include, but not limited to, the following functionalities :
Vehicle Tracking : Real-time tracking of vehicle locations using GPS technology.
Route Optimization : Efficient planning of routes to minimize fuel consumption and
time.
Driver Management : Recording driver information, schedules, and performance.
Maintenance Scheduling : Automated scheduling of vehicle maintenance based on usage
and mileage.
Fuel Management : Monitoring fuel consumption and optimizing fuel usage.
Alerts and Notifications : Providing alerts for maintenance schedules, unauthorized
vehicle usage, etc.
Reporting : Generating comprehensive reports on vehicle performance, fuel usage,
maintenance history, etc.
User Management : Role-based access control for different users (administrators,
managers, drivers, etc.).
The following deliverables shall be provided upon completion of the project :
- Fully functional FMS deployed at the WIP.
- User documentation and manuals for system usage.
The project timeline shall be divided into the following phases :
Phase 1 : Requirements Gathering and Analysis (8 weeks)
Phase 2 : System Design and Architecture (12 weeks)
Phase 3 : Development and Testing (20 weeks)
Phase 4 : Deployment and User Training (12 weeks)
The FMS will be considered accepted when it meets the following criteria :
- All specified functionalities are implemented and functioning as expected.
- The system is deployed and accessible by authorized users.
- User training has been conducted, and documentation provided.
- The system passes all required testing phases without critical issues.
