This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Salary Range : PR 183

FLSA : Exempt

Probationary Period : 12 months

  • Under broad supervision, leads and participates in the work of other employees engaged in complex financial and statistical analyses in support of the Agency's financial and cash management initiatives;
  • performs highly complex analyses and provides sound professional recommendations and significant assistance in long-term financial planning, budget development and implementation and policy formulation;

and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS :

Senior Financial Analyst is the advanced professional skill level and working lead class in the Financial Analyst class series.

In addition to performing the full range of journey-level skilled duties, incumbents serve as the working lead person of the section, coordinating and overseeing the work and providing training and guidance to employees engaged in the administration, investment, analysis and record-keeping of Agency cash and cash equivalents and Agency programs.

Incumbents work with limited supervision and exercise independent judgment to ensure that analytical and statistical analyses performed throughout the section are based on proper data, statistical approaches and methodologies.

Employees in this class typically report to the Budget Officer and provide lead work direction and guidance to professional and clerical support staff in the Financial Analysis section.

Senior Financial Analyst is distinguished from Budget Officer in that incumbents in the latter class have full management responsibility for the Financial Analysis section and broader planning and administration duties.

EXAMPLES OF ESSENTIAL FUNCTIONS :

  • Leads, provides work guidance and direction and participates in the work of section employees; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency / departmental standards, and public sector regulatory requirements such as Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP) and Financial Accounting Standards Board (FASB);
  • provides information, instruction and training on policies, processes and practices; provides input to supervisor on employee work performance and behaviors;

may order materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.

  • Reviews the work of lower-level Financial Analysts; develops complex financial analyses; performs complex rate / cost analyses;
  • provides advanced assessments on impacts of alternative financing scenarios on Agency partners and Agency community and environmental goals;
  • develops or reviews presentation materials and briefs Agency management and Board committees to solicit input and recommendations;

develops final materials for approval.

Downloads data for use in analysis; develops investment and financial worksheet templates for use in data analysis; as directed, coordinates activities with bankers and investment brokers;

leads year-end closing processes and procedures including the carry-forward process of encumbered funds at year-end.

Develops and updates complex long-range forecasts of financial plans; reviews or builds numerous databases of financial, economic, consumption, financial market and other data;

reviews data, assumptions and forecasts, variances and discrepancies with Agency management and the Board; researches investment opportunities and financing options and makes recommendations based on Agency investment criteria.

  • Oversees the development, implementation and maintenance of the Agency 50-year financial planning; oversees consultants and provides project and technical leadership in conducting long-term planning analyses and defining scope of planning initiatives including process, budget, schedules and critical path / project milestones;
  • provides data and work direction to consultants; manages, guides and trains team members and planning participants, as required;

responsible for updating the Agency financial model to ensure data remain current and relevant.

Acts in the absence of the Budget Officer, as assigned.

QUALIFICATION GUIDELINES :

EDUCATION, TRAINING AND EXPERIENCE :

Graduation from an accredited four-year college or university with a major in accounting, business or public administration or a closely related field, and at least seven years of progressively responsible experience in performing complex financial, statistical and budgetary analyses, preferably in a governmental agency or public utility;

or an equivalent combination of education, training and experience. A master's degree in business administration or public administration is highly preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS :

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Certified Government Financial Manager (CGFM) certificate from the Association of Government Accountants or equivalent certification in government budgeting / accounting is desired.

KNOWLEDGE OF :

Theory, principles, practices and techniques of public agency financing and budget development and implementation.

Theory, principles, practices and techniques of long- range planning.

Applicable state and federal laws and regulations governing budgeting and financing of public utilities and special districts, including GASB, GAAP and FASB principles applicable to public entities.

Advanced knowledge of SAP and computer tools and software, particularly as related to sophisticated statistical analysis, modeling, data management and manipulation.

Financial, statistical, investment and comparative analysis techniques and formulae.

Advanced principles, practices and methods of administrative, organizational, economic and procedural analysis.

Agency policies, procedures and practices regarding investments and financial management.

Applicable federal and state laws, rules and regulations including OSHA rules and regulations if applicable .

Basic principles and practices of employee supervision.

Sound business communications.

Agency human resources policies and labor contract provisions.

ABILITY TO :

Assign and inspect the work of financial analysts performing complex financial, statistical and business analyses.

Operate a computer and spreadsheet, word processing, financial modeling and other standard software.

Analyze and make sound recommendations on complex financial data.

Understand, interpret, explain and apply Agency policies and state and federal laws regulating financial accounting, budgeting, reporting and recordkeeping.

Evaluate financial and organizational programs and make sound recommendations within areas of responsibility under intensive deadlines.

Analyze problems, evaluate alternatives and recommend or adopt effective courses of action.

Set priorities and exercise expert independent judgment within areas of responsibility.

Communicate effectively, both orally and in writing.

Represent the Agency effectively in dealings with the financial community and member agencies.

Present proposals and recommendations clearly, logically and persuasively.

Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.

Establish and maintain effective working relationships with all those encountered in the course of work.
