Minimum Qualifications Open Competitive : A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
Two years of professional experience in information technology.
Transfer : Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18;

Duties Description Position Narrative and Duties.
Under the direction of an Information Technology Specialist 3, within the Chief Technology Office / Business Application Services / Public Safety Portfolio / Business Analysis and Quality Assurance Unit;
the Information Technology Specialist 2 (SG18) will participate in the development and support of mission critical public safety applications that are utilized by state, local, and federal law enforcement and first responders.
Incumbent will be responsible for developing a thorough understanding of the functionality of applications within their assigned business area and participating in all phases of the system development lifecycle in the areas of system analysis and design, system testing and quality assurance, business and technical documentation, and business and technical support.
Duties include, but are not limited to :
- Develop business expertise to understand the business needs of the user.
- Participate in the analysis and feasibility studies for new user requests.
- Elicit and document business and system requirements.
- Assist with the design and documentation of system process flows, data flows, and user interfaces.
- Develop business and system use cases.
- Provide first line of support for all applications maintained by the Public Safety Portfolio.
- Investigate and resolve user reported production issues.
- Assist in the development of test plans and execution of test cases to validate business requirements.
- Identify and create test data using SQL queries.
- Perform system and regression testing using HP ALM.
- Assist in identification and management of defects using HP ALM.
- Coordinate user acceptance testing efforts.
- Run ad hoc report and data extracts using SQL / PL SQL.
