JOB TITLE : Project Manager - Senior Programmer

LOCATION : REMOTE

REQUISITION : NCR-1266-24-MILCON

REPORTS TO : SABG Program Manager

FLSA STATUS : Regular Full-Time Exempt

SUMMARY : This contract has a contingency upon contact award. SABG is seeking a Project Manager-Senior Programmer to support the Army National Guard (ARNG) Military Construction (MILCON) Construction and Facilities Management Officer (CFMO) Support Services.

This position is remote and may require travel up to 25%.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Develop and deliver contract deliverables as required to the ARNG customer
  • Conduct State annual reviews to ensure all parties meet project milestones, including trip summary reports to the COR as part of the Monthly Status Report.
  • Coordinate and review the 54 States and Territories’ submissions of the DD Forms 1390 / 91 for NGB projects, ensuring programming documentation is accurate for both cost and scope IAW applicable publications.
  • Communicate revisions needed via email or phone to the appropriate project manager for each State or Territory.
  • Participate in State scheduled programming charrettes to support initial DD Forms 1390 / 91 development, as required.
  • Conduct training to develop required skills for creating DD1390 / 1391 and other programming documents needed for successful MILCON project submission.
  • Develop training curriculum within 30 days after notification from the COR, with Government-determined general course topics.
  • Lead workshops on various MILCON programming topics, including program overview, cost calculations, and database utilization.
  • Work with Army’s budget PPBE process, cost guides, ARNG MILCON process, PROJDOCS, ENBOSS, PAX, RPLANS, Information Systems Cost Estimator (ISCE), PRIDE WEB, and ASIP
  • Supervise in drafting cogent technical and professional memorandums and correspondence
  • Supervise both the MILCON Project Management / FME Support, and the MILCON Programming - DD Form 1390 / 91 Development Support efforts
  • Support in ARNG real property management, force structure and basing locations
  • Communicate technical principles in writing, by telephone and communication software (TEAMS, Jabber, Skype)
  • Prepare and process NGB 86-R, NGB 87-R
  • Support both MILCON Project Management / FME Support and MILCON Programming, DD Form 1390 / 91 preparation and development efforts.
  • Demonstrate knowledge of Above and Below Threshold reprogramming.
  • Prepare a monthly report detailing the status of current work, work to be performed during the next reporting period, issues requiring government attention, purchases planned or completed during the reporting period, and travel planned or completed during the reporting period.
  • Establish regular communication channels with the COR to keep the Government apprised of all risks, problems, and issues as they arise.

SUPERVISION : This position will have supervisory responsibilities.

QUALIFICATIONS, EDUCATION, AND / OR EXPERIENCE :

  • Bachelor's degree in a relevant field such as Civil Engineering, Structural Engineering, Architecture, Facilities Management, Mechanical Engineering, Business Management, or Construction Management with 5+ years in DoD project programming, construction project management experience
  • Experience in Project Management or PMP certification

COMPUTER SKILLS :

  • Skilled in operating a personal computer and standard office equipment
  • Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MS Office : Word, Excel, Outlook, PowerPoint)

MATHEMATICAL SKILLS : Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY : Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
