Purpose

The Chief Human Resource Officer (CHRO) is tasked with developing and implementing the human resource strategy that aligns with the overall business objectives and strategic direction of West Ada School District (District).

This role focuses on key areas such as succession planning, talent management, change management, organizational and performance management, training and development, and compensation.

The CHRO provides strategic leadership by clearly communicating HR needs and strategies to the executive management team, employees, and the board of trustees.

Performance Responsibilities

The primary function of the CHRO is to assure proper maintenance of personnel records, The CHRO's primary responsibilities include maintaining accurate personnel records, generating personnel reports, and assisting District personnel with benefits and salary information.

This role involves planning, directing, supervising, and evaluating the daily activities of staff involved in benefits administration, workers' compensation, and other HR-related functions.

Additionally, the CHRO oversees employee relations within the District, providing consultation on disciplinary actions, grievances, improvement plans, and advising management on relevant personnel laws, policies, and procedures.

This position supervises the staff of the Personnel Department and operates under the supervision of the Superintendent or designee, with significant autonomy for independent judgment and initiative.

The primary duties are performed within a general office environment.

Essential Duties

  • Supervise, train, plan, and direct staff in benefits, workers' compensation, and employee relations areas.
  • Advise and consult with District management on personnel rules, policies, and procedures, including state and federal employment laws.
  • Interpret and make decisions based on personnel rules and departmental policies.
  • Assist District management with various personnel actions, such as hiring, termination, discipline, grievances, and appeals.
  • Maintain accurate records of employment-related matters, including leaves of absence, tenure, retirement, and advancement.
  • Establish and manage a system for maintaining District employee personnel records.
  • Keep benefits and orientation information current and accessible.
  • Coordinate relevant personnel paperwork with the payroll department.
  • Provide employees with information on benefits, leaves, termination, and other employment-related issues.
  • Maintain certification records for certified employees and ensure timely issuance of certified employee contracts.
  • Assist with Board Policy recommendations and edits for all Human Resources policies.
  • Serve as the District's authority on insurance benefits.
  • Perform all duties and activities following District policies, procedures, and safety practices.
  • Perform other related duties as required.

Knowledge, Skills and Abilities

Knowledge of :

  • Current supervision and evaluation techniques.
  • Principles and practices of personnel management, including classification, compensation, recruitment, and selection.
  • Federal, state, and District employment laws, regulations, practices, and policies, such as EEO / Affirmative Action, Fair Labor Standards Act, Americans with Disabilities Act, Family and Medical Leave Act, Age Discrimination in Employment Act, and Title IX.
  • Operation of personal computers and job-related software applications for tasks such as word processing, spreadsheets, database management, and information retrieval.
  • Current office practices and procedures.

Ability to :

  • Supervise and evaluate subordinate personnel effectively.
  • Review and evaluate District programs and policies, developing and implementing new processes as needed.
  • Conduct comparisons and statistical analyses.
  • Communicate clearly and effectively both verbally and in writing.
  • Formulate reports, compose correspondence, and communicate effectively with District staff and the public.
  • Perform extensive research, conduct independent analyses, and report findings accurately.
  • Work collaboratively in a team environment with managers, supervisors, and other District employees.
  • Establish and maintain effective working relationships with District employees, supervisory personnel, and the public.
  • Operate standard office equipment, including a personal computer with relevant software applications.
  • Use logical and creative thought processes to develop solutions based on written specifications and / or oral instructions.
  • Maintain strict confidentiality.

Qualifications

  • A BS / BA degree from an accredited college / university is required; an MBA or MA / MS in human resources or a related field is preferred.
  • A minimum of ten years of HR experience, with at least three years in an executive HR role.
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification is preferred.
  • Any equivalent combination of experience and training that provides the necessary knowledge and abilities to perform the role effectively.

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, to understand verbal instructions and communicate effectively in person and by phone.
  • Sufficient visual acuity, with or without reasonable accommodation, to comprehend written instructions and review, evaluate, and prepare various documents.
  • Sufficient manual dexterity, with or without reasonable accommodation, to operate standard office equipment and a personal computer, and make adjustments to equipment.
  • Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, to lift up to 30 pounds, sit and work at a keyboard for extended periods, and function effectively in an office environment.

Annual evaluation by supervisor.

Terms of Employment

  • Regular attendance is an essential function of this job.
  • Employment with the District is "at will," meaning the employee or the District may terminate the employment relationship with or without cause and with or without notice, at any time.
