The Opportunity :
Multnomah County Department of County Human Services Aging, Disability & Veterans Services Division invites applications for a Long Term Services and Support (LTSS) Senior Manager .
In this position you are a member of the ADVSD Leadership team, which is convened to establish organizational priorities, ensure integration of services, program development and to address system issues to ensure equity, access and effective services for our client population.
In this role you will supervise Branch Managers and establish direction and goals for the program, promote consistency and unity of purpose across geographically-based Long Term Services and Supports (LTSS) offices, and inspire a collaborative framework for policy development, planning and decision-making for the program.
You will be responsible for implementing effective strategies for managing change, as well as strategic and operational leadership for the LTSS Program.
You will ensure that the needs of consumers within the community are met, engage in cross-department and division collaboration and coordination to address system barriers and to promote a seamless delivery of services to clients.
You will be responsible for budget development, resource allocation, quality assurance and ensuring the availability of necessary department resources.
You will be responsible for responding, advising and implementing phases of emergency management, creating and supporting a framework to reduce vulnerability to hazards and respond to disasters.
Primary responsibilities include :

Budget development / resource allocation for six (6) branch offices, ensure consistent operations and equitable delivery of services to clients.
Engage in management practices within union contract and county personnel policies.
Culture + Collaboration : Address system barriers and enhance client services through engagement with department management, division leadership team, community partners, and advisory councils.
Promote a work environment with a strong foundation of respect, integrity, and collaboration.
Quality Assurance : Oversee and develop direction of the LTSS Quality Assurance Program, evaluate program effectiveness, and implement improvement initiatives.

Advanced knowledge of laws and policy related to the administration of Federal and State financial, medical and long-term care benefit programs for the elderly and individuals with disabilities;
this includes laws, regulations and policy related to Medicaid, Medicare, Food Stamps, Older Americans Act, Oregon Project Independence, In-home Care, Adult Foster Homes, Residential Care Facilities, Assisted Living Facilities, Specialized Living Facilities, Enhanced Care Facilities and the Community-Based Care Waiver
Advanced knowledge of the Federal, State and Local organizational network designed for leading, coordinating and providing equitable delivery of services for older adults, individuals with disabilities and veterans
Advance understanding of the needs of the older adults, individuals with disabilities and veterans
Advance knowledge and experience implementing effective strategies for managing change within an organization.
Experience leading and managing a complex social service programs that is both customer and rule-driven
Experience using a participatory management style to promote teamwork and a "learning" work environment for employees
Experience in public sector budget and policy management
Working knowledge of emergency management phases and approaches

Minimum Qualifications / Transferable Skills :
Bachelor's degree (Equivalent training and practical experience may substitute for the educational requirement) AND
Five (5) years of increasingly responsible human / social services program management experience, including supervision and background or working knowledge of the aging and disability programs. .
Must have a valid driver's license
Must pass a criminal background check
