Major Duties

  • Provide short and long term technical architecture to the Prospector Program, as well as strategy and recommendations that take into account operational needs, operational tradecraft, and technical sustainability.
  • Sustainable technical solutions should include expert knowledge and facilitation of using available enclaves, hardware, and software;

quickly spearheading internal processes (RFC, CMB, PRA, EPAS, etc); and advocating for important change to impacted policies and programs.

  • Stay current as a subject matter expert (SME) on FBI technical solutions by working with and maintaining contacts with a variety of FBI technical groups ( data scientist community, OCIO, requirements groups, cloud initiatives, AI council, etc), USIC, industry, academia, and other government agencies.
  • Architect and / or develop software or infrastructure for scalable and distributed systems, designed to operate in a high-performing environment.

This entails leading software architecture and designs that provide reusable, robust, and well-documented products.

  • Oversee and manage Prospector’s technical initiatives, to include project budgets, schedules, and resource allocation. Act as the overall technical manager and coordinator of software development activities for Prospector.
  • Facilitate agreements with other sections / units when new initiatives need to be started or disagreements across FBI internal partners, external government agencies, and foreign agencies arise which cannot be handled at lower levels.

BASIC REQUIREMENTS : All applicants must have a bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in combination of mathematics, statistics, AND computer science (15 of the 30 semester hours MUST have been in any combination of statistics and mathematics that included differential and integral calculus).

Courses designed to provide an introduction to computer science techniques and methodologies are acceptable; courses in teaching elementary, business or shop mathematics are NOT acceptable.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE) :

GS-14 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows :

  • Understanding end-to-end development of coded / scripted solutions using Python and familiarity with Pandas, Datetime, OS, Hashlib, NetworkX, Argpase, and Logging dependencies.
  • Developing extract-transform-load (ETL) data processing scripts in order to normalize complex datasets from multiple sources.
  • Scripting in Microsoft PowerShell.
  • Formulating Splunk Query Language, building Splunk Macros and lookup tables, and a demonstrated experience designing and building complex dashboards to include complex logic, workflows, and data transformation.

Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.
