About the Department
The Department of Economics is housed within the Andrew Young School of Policy Studies (AYSPS) and with nearly 30 full-time faculty members is among the largest economics departments in the country.
The department maintains a strong multi-disciplinary approach to policy analysis and is closely connected to several of the school's most innovative research centers, including the Experimental Economics Center, Georgia Policy Labs, Georgia Health Policy Center, and Public Finance Research Cluster (PFRC).
Through the work of its three research centers, the PFRC enables informed and effective fiscal governance at all levels worldwide.
The cluster's experts provide objective and timely research, technical assistance, and training to inform decision makers, build public-sector capacity, and contribute to scholarship.
PFRC engages in research totaling approximately $3 million annually, and many of the Department of Economics faculty work in PFRC research centers on applied policy studies and sponsored projects.
With PFRC at the core of its applied research, the AYSPS public finance and budgeting program is among the best in the country, currently ranked No.
5 in U.S. News and World Report's annual issue on the nation's best graduate schools. In addition, a study in the Southern Economic Journal of the scholarly productivity of economics faculty ranked AYSPS No.
11 in the fields of public economics, No. 8 in urban and regional economics, No. 14 in general economics and teaching, No.
16 in methodology and history of economic thought, No. 20 in environmental economics, and No. 23 in labor demographic economics.
Center for State and Local Finance : The Center for State and Local Finance (CSLF) develops the people and ideas for next-generation public finance by bringing together the Andrew Young School's nationally ranked faculty and the broader public finance community.
CSLF conducts innovative, nonpartisan research on tax policy and reform, budget and financial management, education finance, and economic development and urban policy.
Additionally, it provides premier executive education in public finance for state and local finance officials and works with state and local partners on fiscal and economic technical assistance projects.
Fiscal Research Center : Established in 1995, the Fiscal Research Center (FRC) provides nonpartisan research, technical assistance, and education in the evaluation and design of state tax and economic policy.
FRC's responsibilities include developing estimates for tax-related fiscal notes, writing the Georgia State Tax Expenditure Budget, evaluating state-level tax preferences, supporting the State Fiscal Economist, and conducting policy and academic research on a variety of topics associated with state tax policy issues.
International Center for Public Policy : The International Center for Public Policy (ICePP) brings together the strengths of cutting-edge technical expertise, extensive real-world policy experience, and solid project management capabilities in over 70 developing and transition economies around the world.
Its faculty and staff are leading experts in economics and public policy who have authored books, academic articles, and technical publications, while having extensive experience in designing and implementing technical assistance and training programs.
The exposure that ICePP brings to the Andrew Young School of Policy Studies, as well as the interaction with government leaders and policy makers from around the world, enriches the academic environment and deepens the school's commitment to resolving international policy challenges.
Andrew Young School and Campus Environment : The Andrew Young School of Policy Studies is ranked among the top 20 policy schools in the United States.
The school houses five academic departments- Criminal Justice and Criminology, Economics, Public Management and Policy, the School of Social Work, and Urban Studies-and outstanding research centers and institutes in child and family policy, health policy, experimental economics, urban studies, and other fields.

Position Description
Georgia State University invites applications for a 12-month, non-tenure-track, research faculty position in the Andrew Young School of Policy Studies to start in summer 2024 or earlier.
The primary appointment will be to the Public Finance Research Cluster to support domestic projects affiliated with the Center for State and Local Finance and the Fiscal Research Center.
A secondary appointment will be to the Department of Economics. Rank will be at the assistant level, commensurate with experience.
Ideal candidates for this position will have expertise in public finance, including extensive practical experience and understanding of the fields of taxation, public economics, public budgeting, and public financial management.
Expertise in these fields specific to the state of Georgia and its localities is preferred. Candidates should also have an extensive record of securing extramural funding to build upon the ongoing research in the Public Finance Research Cluster.
Duties : The successful candidate will direct a team of research and policy staff supporting the Center for State and Local Finance and Fiscal Research Center portfolios.
Responsibilities will include contributing to ongoing research and capacity-building projects, as well as maintaining a program of externally funded research, mentoring master's and doctoral students, and participating in service activities within the Department of Economics, the college, the university, and the broader community.
Teaching for the department may be possible as time permits.
Required Experience
Required Education
Ph.D. in economics, public policy, political science, public administration, or related field. Primary research experience in public economics, public finance, taxation, public budgeting, or public financial management.
Preferred Qualifications / Experience
Candidates will possess many, if not all, of the following professional qualifications and personal characteristics :
- Strong evidence of applied policy research, with a record of publications and presentations demonstrating expertise in public finance for state and local governments in the United States
- Demonstrated success in securing and sustaining sponsored funding to support research related to public finance at the state and local level, particularly within the state of Georgia
- Experience leading research teams and managing the quality of research products
- Evidence of positive relationship-building and the ability to communicate effectively with policy decision-makers and partners about research projects and findings
- Evidence of fostering and promoting inclusive environments for faculty, staff, and students and treating employees and colleagues fairly and with respect
