GENERAL RESPONSIBILITIES
The Director Recruitment and Retention is responsible for administering an effective recruitment and retention program focusing on attracting and retaining a qualified, diverse teaching staff.
Maintains a high degree of confidentiality regarding employee records and personal information. Reports to the Executive Director of Human Resources.
ESSENTIAL TASKS

- Participates in the administration of an effective recruitment program for all staff.
- Supervises Coordinator of Professional Staff and Coordinator of Classified Staff.
- Coordinates recruitment fairs. Maintains relationships with representatives from various higher education institutions (colleges, universities, and education consortiums) and with candidates.
Tracks data resulting from recruitment efforts.
- Focuses on developing effective diversity recruitment strategies and programs to promote a diverse, inclusive workforce.
- Coordinates and develops staff retention and recognition programs in collaboration with the Director of Employee Relations.
- Assists with the hiring process of all personnel, to include screening applications, interviewing, conducting reference checks, recommending candidates for hire, and extending job offers;
applies knowledge of teacher licensure requirements, endorsements, and regulations to assist in application selection.
- Organizes, supervises and attends orientation programs (includes New Hire Orientation), internal and external job fairs.
- Recommends new approaches and procedures to effect continual improvements in efficiency of department and services performed.
- Assists with the maintenance of statistical information and completion of reports and surveys as appropriate.
- Provides workshops to hiring supervisors on interviewing techniques.
- Responsible for developing division wide on-boarding and off-boarding processes and procedures.
- Supervises the placement of student teachers / interns with colleges / universities in RCPS.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of, and ability to stay current on, legal and regulatory issues impacting the District, including EEO, FLSA, FMLA, COBRA, HIPPA, ACA, and others.
Ability to operate standard office equipment such as copiers, fax machines, phones, printers, and calculators. Excellent verbal and written communications skills.
Strong command of the English language, both oral and written. Excellent problem solving skills. Excellent customer relations and interpersonal skills.
Team player and ability to work on interdepartmental teams. Ability to establish and maintain effective working relationships with others.
Working knowledge of Microsoft Office applications, plus databases, applicant tracking systems, and websites.
EDUCATION AND EXPERIENCE
Bachelor's Degree in Education or related field is required with preference for a Master's Degree in Education or related field.
Minimum of 5 years of experience in recruitment, with at least 3 years in a leadership or management role. Experience working in an urban school division or a similarly complex and diverse organization is strongly preferred.

WORK ENVIRONMENT
Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Primarily temperature-controlled and clean environment.
Travel to off-site schools, City locations, and in-state and out-of-state job fairs is required. Occasional program necessity requires working hours beyond set hours and days.
Frequent telephonic and personal contact with Department Heads, Principals, applicants, internal and external organizations at City and State levels, employees, and the general public is required.
