General Description

Reporting to the Associate Vice President / CIO, the IT Project Manager is responsible for overall project management within the IT Department.

Primary responsibilities include working with internal partners and external vendors, overseeing project implementation and liaising as primary point of contact for new initiates that are brought to the IT department for support.

The IT Project Manager will provide financial and administrative oversight; as well as the reporting, monitoring, and evaluation of open IT projects.

This position will provide strategic IT leadership, project management, policy and administrative coordination in the development, management, and implementation of projects.

This position is accountable for developing and adhering to detailed project timelines and capturing milestones, leading the project team(s);

and interpreting, refining and articulating all mission-related IT vision and program needs of individual units within the College.

The IT Project Manager is responsible for working with units within and outside the Information Technology Services team to identify, review, prioritize, develop and implement effective business processes related to implementation and success of prioritized projects.

The IT Project Manager will serve as the liaison between functional users, ITS, and managers to ensure that needed technical requirements are addressed and process objectives are met.

Additional duties include acting as troubleshooter and trainer as needed.

  • Effectiveness and efficiency of proposal development, submission, and tracking, as well as full project management and adherence to relevant regulations and reporting requirements.
  • Develop and document improved business processes and procedures to promote efficiency, greater productivity, and support operational decision making within the Information Technology Services.
  • Interpret business system requirements and evaluate the need for new system processes and changes in current system processes.
  • Identify opportunities to improve business processes.
  • Exhibit strong analytical and management skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements, and the ability to translate complex technical problems into plain-English terms.
  • Develop and maintain system documentation, including Banner validation and rule forms.
  • Work independently with end users to identify, evaluate, implement, and maintain technical solutions to address business process requirements.
  • Assure compliance with established institutional and departmental policies, procedures and standards related to data integrity, financial aid regulations, and computer usage through the use of various reports.
  • Adhere to regulations as they pertain to maintaining the security and confidentiality of all student records, as well as maintain the confidentiality of other documents on behalf of the work area and the College.
  • Maintain sensitivity, understanding, and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological and ethnic backgrounds.
  • Assist the AVP / CIO in managing a comprehensive IT strategy for engaging Departments to advance the College’s vision as manifested in its strategic plan.
  • Participation in all College-wide grants advisory committee functions when required.
  • Collaborate with the AVP / CIO Information Technology Support Services, the Office of Business and Finance and the Office of Institutional Advancement to plan IT grant development activities.
  • Maintain a multi-year vision and detailed project plan.
  • Initiate and cultivate relationships with all CCP Department Heads, advising leaders in program implementation as needed.
  • Ensure submission of high quality and complete grant reports / updates.
  • Ensure all workflow, project responsibilities, and performance levels are achieved.
  • Deliver consistent high-quality customer service to both internal and external constituents.
  • Perform assigned duties in a manner consistent with the mission, goals, and core values of the College.
  • Perform other duties and carry out other responsibilities as assigned.

Minimum Qualifications

  • Bachelor’s degree required. Any and all degree(s) must be from a recognized institutional accreditor.
  • Five (5) years of experience in project management related to Information Technology Services is required.
  • Five (5) years of progressively responsible IT management experience required. Proven track record managing projects required.
  • Exceptional interpersonal, written and oral communication skills required, including capacity to develop enduring relationships with a diverse range of people, including high-level internal constituents and community leaders.
  • Exceptional ability to manage relationships and teams across institutional channels while being calm, sensitive and respectful with College faculty and staff.
  • Excellent organizational and time management skills required.
  • Proficiency in Microsoft Outlook, Excel, Word and PowerPoint required.
  • Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.
  • Bachelor’s degree required from an accredited institution of higher education.
  • Demonstrated excellent knowledge of Microsoft Word and Excel, as well as a strong working knowledge of information technologies.
  • Demonstrated analytical ability : able to identify, understand, analyze, and design unique and innovative solutions to complex challenges.
  • Experience gathering business requirements and developing technical training documentation.
  • Demonstrated ability to clearly present technical material to non-technical staff.
  • Ability to work with others to implement processes, services and data reporting requirements.
  • Excellent communication (oral and written) and interpersonal skills in all media (phone, face-to-face, and email) required to effectively communicate with students, the general public, and College staff and faculty.
  • Ability to use independent judgment in making administrative / procedural decisions with minimal supervision.
  • Ability to multi-task and deliver in a fast-paced environment, including the ability to manage own workload and resolve questions and problems independently.

Preferred Qualifications

  • PMP, SCRUM, Six Sigma or other project management certifications preferred.
